CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING HELD ON MONDAY 2nd APRIL, 2007

FOLLOWING THE ANNUAL PARISH MEETING

AT THE PICKERINGS HOTEL, GARSTANG ROAD, CATTERALL

1220. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. H. Kenyon the reason was accepted.

1221. DECLARATION OF INTERESTS

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee.

Cllr. G. Wilson declared a prejudicial in item 1226 as the managing director of Beacon Research.

1222. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meeting, held on 5th March, 2007, having been circulated were agreed and signed by the Chairman as a true record.

1223. POLICE MATTERS

Police report given at the Annual Parish Meeting. Councillors discussed the newly appointed PCSO’s, their working hours and equipment. It was noted that there has been a greater Police presence in Catterall recently which is giving public reassurance. The recent damage to the Multi Use Games Area was discussed with concern that a sharp instrument is being used to cut into the wood and this could potentially be turned on a person. This will be reported to the Police.

There were no members of the public present.

1225. A VISION FOR WYRE

Information noted.

Resolved; Questionnaire returned.

1226. MULTI USE GAMES AREA

As part of the DEFRA grant the Parish Council is required to carry out a survey of Catterall residents now that the Multi Use Games Area is in use. Councillors discussed the draft of a questionnaire produced by Beacon Research and the costs. Cllr. G. Wilson declared a prejudicial interest, but was asked to present the survey, the reasons behind the questions, including some submitted by the Police and how the survey would be carried out.

Resolved; The Council agreed on the content of the survey and the costs.

Resolved; To approach Garstang Cricket Club for assistance with the official opening ceremony.

1227. FOOTWAYS LEADING TO GARSTANG HIGH SCHOOL

Jim Robson, Lancashire County Council writes that the Peacock Report (footpaths to the High School) served mainly as a survey of the standard of the existing footway network in the area and the suggested improvements formed a selection of possibilities for consideration. None of the suggestions made have been included in programmes. However, the High School has recently completed its School Travel Plan and the content will be considered in developing future pedestrian priority programmes.

Additional information has been provided by Cllr. Tony Martin, Lancashire County Council, on the use of section 106 agreements to provide a footbridge on the River Calder bridge on Garstang Road. He says that on the Taylor Woodrow site the planning permission did not include provision for highway works. However, in future a section 106 could be considered in planning applications.

Resolved; To pursue through the Wyre Area Road Safety Committee and the Parish Councils within the catchment area.

1228. MEMORIAL GARDEN

Councillors considered the overall presentation of the Memorial Garden. Putting the maintenance out to tender was considered as well as adding this to the Parish Lengthsman duties. Employing someone to care for the Yew trees would cover any health and safety issues which were concerning the Councillors a site meeting has been arranged which will report back to the next meeting as to the recommendations of work to be undertaken and planting schemes.

1229. BLOCKING OF THE BRIDLEWAY ON CATTERALL GATES LANE

It has been reported to the Parish Council employees that a box has been placed at the end of Tan Yard Lane which prevents vehicles further access beyond the Knackers Yard. Also outside Mr. Vickers Garage a wooden box had been placed to prevent access, this has since been broken up.

Resolved; To report to Lancashire County Council footways.

Resolved; To write again to Glenn Robinson, Lancashire County Council and ask for progress on the installation of the bollards as part of the planning permission for the Taylor Woodrow site.

1230. PARISH NEWSLETTER

Resolved; Councillors agreed to the draft format of the Annual Parish Newsletter. These will be delivered with the Survey to each home in the Parish.

1231. CATTERALL GALA DAY

The Gala Committee seek permission to use Catterall Playing Field on Gala Day, Saturday 2nd June, and invite the Councillors to attend and take refreshments.

Resolved; To grant permission and acknowledge the kind invitation.

1232. PLANNING APPLICATIONS

The following applications were granted;

06/01402/REMMAJ

Proposal; Reserved matters application for 55 dwellings, roads and sewers (14 detached houses, 7, townhouses and 34 apartments) (O/L 02/01021)

Location; Land off Catterall Gates Lane, Catterall

Thanks to Wyre Borough Councillor D. Sharples the Parish Council has received further notes to the developer from Wyre Borough Council and the route of pipe lines which cross the site from United Utilities. Should any of the dwellings be pile driven as was the case in the Taylor Woodrow site there were grave concerns that these pipes could be damaged and cause widespread flooding. Councillors are aware of local farmers whose fields are suffering from flooding and this has been reported to Wyre Borough Council by Cllr. D. Sharples.

A further contaminated land study has been carried out as part of the planning conditions and this is to be raised at Wyre Area LAPTC.

Resolved; The Parish Council supports this application and requests neighbourhood notification. Councillors are pleased with the amendments.

Resolved; The Parish Council supports this application and requests neighbourhood notification.

Proposal; Conversion of children’s nursery into 1 no. dwelling including single storey rear extension, rear dormers, alterations to the roof and single storey detached garage and utility to rear (resubmission of 06/01042/FUL)

1233. REPORTS FOR INFORMATION ONLY

Report of the Wyre Borough Councillor

Cllr. D. Sharples reported that the Maggot Farm application is due before the planning committee on Wednesday and is recommended for refusal.

Report of the representative on the Lancashire Locals

Cllr. G. Wilson reported that the next meeting is on Wednesday 4th April, at Poulton. Lancashire County Council is still refusing to include the changing of the constitution in the agenda.

Football Club Request

The Church Inn Football Club seeks permission of the Parish Council to use Catterall Playing Field to hold their games in the Catforth and District Summer Football League. There will eight home games playing mostly on Thursday evenings. Councillors agreed to allow the team to play at a cost of £20.00 per game payable in advance.

Resolved; To write confirming the use of the Playing Field and costs.

1235. QUESTIONS FROM COUNCILLORS

The Chairman thanked Cllr P. Hall and Cllr. J. Wrathall for their many years of service on the Parish Council as they are not to stand in the up coming elections. Cllr. P. Hall was also commended on his work with the school and Cllr. J. Wrathall on his work with Catterall Village Hall. The Councillors added that they had enjoyed their time spend on the Parish Council and will miss the meetings but also seeing the differences that the Parish Council has made to Catterall.

1236. REQUEST FROM THE CLERK

Many of the Councillors are on the internet and the interim report would be more cost effective if sent by e-mail to those who can receive it.

Resolved; Those who can receive e-mails supplied their addresses.
