Report from Catterall Parish Council’s Chairman

Welcome to the Winter edition and what a Winter it has been, I sincerely hope that the weather did not inconvenience you too much. Let’s hope things improve and Spring brings some long awaited respite.

Again it has been a quarter of ups and downs, on the up has been the appointment of a new Parish Councillor namely Amy McCabe who at the ripe old age of 21 years is one of our youngest members ever. I would like to welcome Amy to the team and hope she enjoys her time with us. Amy brings past experience, she was formerly a Catterall Youth Councillor and a Wyre Parliamentary member and has served on a number of youth bodies over the years. To have someone who can represent the views of the younger people is a bonus for us.

The Parish Council has recently undertaken drainage works at the North end of Catterall Playing Field which should help Whitewell Close and Meadowcroft Avenue. The dyke has been cleaned out and piping laid. We hope this action will improve the draining and ease the flooding problems in that area.

On the down side was the sudden demise of not only the Post Office but also the Village Shop which effectively leaves us with no retail facility and a growing population to serve. I can assure you that the Parish Council has been very actively engaged with the Royal Mail to try and retain the facility. A lot of work took place behind the scenes to get the relief scheme off the ground and it was a bitter blow to us all when the shop closed its doors. Simply! No building – No Post Office!!

The Royal Mail have assured us that they definitely wish to maintain a presence in the Village but it could take months rather than weeks until a suitable place is found. Any reasonable suggestions from you the residents will be welcomed, just contact Gillian, the Clerk on 600689.

Many of you will have read that the Claughton Household Re-cycling Centre is potentially a candidate for closure as part of a planned review by Lancashire County Council. Both Councillors and the public fought hard to secure the centre many years ago and subsequently defended a previous threat to close it. If you feel strongly about this matter please make your voice is heard by writing to Lancashire County Council and your County Councillor. Bearing in mind that we are always being told to cut the number of car journeys we make, remind them that closure of this facility will massively increase journeys and mileage as we will have to travel further to the nearest centre. A knock on effect of such a closure may be the increase in fly tipping around our area.

Calling all Catterall Residents

Catterall Village Hall – We are a very small committee who run Catterall Village Hall. Some of us have been doing our jobs for quite some years and now feel it is time for some new faces, someone to give fresh input with new ideas. Are you that someone?? First of all the hall practically runs itself. We have a secretary to take bookings, a treasurer to bank payments, a chairperson to chair the meetings and a fundraising secretary. We hold meetings no more often than once a quarter, very informal and enjoyable. Perhaps you would like to join our committee with out a position of responsibility, you would be very welcome. At present the long term users of the hall are the Cock Robin Pre-school, Brownies, Line Dancing, Junior Footballers (for changing) and Catterall Parish Council. Other users are parties (both children’s and adult), church meetings, resident meetings, jumbles sales, car boots, cycle race meetings – the limits are endless.

Closure of Cock Robin News

Everyone will now be aware that the Post Office and Paper Shop on Cock Robin Lane has closed.

Over the years some four hundred new homes have been built in Catterall but during this same period sadly we have lost four retail outlets.

There is some good news though Bilsborrow Post Office is able to deliver newspapers to Catterall to anyone interested.

Wyre Rural Housing Need Survey – March 2010

Wyre Borough Council has commissioned arc4 to undertake a household survey to establish the need for affordable housing in rural Wyre. In early March questionnaires, with freepost return envelopes, will be sent to every household or can be completed online www.wyreparishsurvey2010.info. If you feel you are in need of affordable housing or not, please complete the survey form and return by Friday 19th March. All queries phone arc4 on 0800 612 9133.

A series of community events to inform local residents about the study and provide information on affordable housing have been arranged. Displays and housing advice will be available from Wyre Borough Council, Housing Associations with properties in rural Wyre and arc4. The events will run from 3-7pm and are open to all residents in rural Wyre. Dates and locations of the events are:

Catterall Parish Precept

The Precept is part of your Council Tax bill that all households receive and it comes directly to the Parish Council to spend within the Parish. The Parish Council also receives income from contracts and funding is sought to assist with carrying out projects within Catterall

The precept is the amount needed to carry out the specified work above.

A household in band D will pay about £44.82, this equates to 86 pence per week. 

The increase in this year’s precept includes grounds maintenance for Catterall Playing Field, which Wyre Borough Council will not be undertaking in future and therefore the costs will have to be borne by the Parish Council. The maintenance includes cutting the grass on the football pitches and surrounding areas, litter picking and initial marking out the football pitches and continual whitening during the season. The Parish Council is building up reserves towards mole draining the playing field, to further assist with drainage and make a better playing surface; this will be earmarked and added to in year two.

A REAL OLD CHESTNUT!!

We make no apologies for returning to the issue of dog fouling. Parish Councillors have received several complaints on this subject, applying especially to roads in the parish which are poorly lit. It seems that on such roads, during the hours of darkness, particularly just pre dawn and dusk, some dog owners remain at the top of the road, slip the dogs lead and allow it to run into the darkness, for one obvious reason. May we gently remind everyone that not only is this anti social behaviour but is also an offence in its own right. We are hopeful that the one or two people responsible will follow the lead of other dog owners and pick up the deposits and deal with them legally.

 

Public Surgeries

Catterall Parish Council has an office in the Village Hall, Garstang Road and this is open to residents, who are welcome to visit the Village Hall and look at planning applications in Catterall. You are equally welcome to raise any concerns or comments you have about your Village. The minutes of Parish Council meetings are also available for inspection.

CATTERALL PARISH COUNCIL

Meetings are held on the first Tuesday of the month at Catterall Village Hall at 7.30 pm. And residents are always welcome.

Future Parish Council meetings will be held on;

6th April, 2010, this is the Annual Parish Meeting

4th May, 2010, this is the Annual Parish Council Meeting at which the Chairman is elected.

And 1st June, 2010.

Meetings are preceded by a PACT meeting when residents can discuss Police matters with the Community Beat Manager and the PCSOs, responsible for Catterall.
