Report from

Catterall Parish Council’s Chairman

Kirkland and Catterall Parish Councils are jointly considering the re-instatement of a group to serve the needs of young people in the area. It is hoped that this will not just be a ‘Youth Club’ but will offer a range of activities for all ages. If you would like more information or have a young person in your household who is interested joining, please call Councillor Nick Harrison on 600663.

The spectre of the Dewlay Windfarm has returned as they are now appealing against the refusal of their previous planning application. The Parish Council has always objected to this proposal and we urge all residents who are like minded to make their feelings known to the Planning Inspector. For details please speak to the Parish Clerk.

Road Improvements to the A6

Lancashire County Council is proposing to

re-surface the A6 at the Churchtown junction.

It has long been recognised that the road surface has been breaking up and despite patching the improvement work is now necessary.

The work should commence on 2nd March and be completed by the end of the month. Traffic using the A6 will be subject to a 30MPH speed limit during construction.

The Avenue, A586 to Churchtown, will also be affected in that during the weekends of 6/7th and 27/28th March traffic will be prohibited during the night and diversions will be in place. Access to properties will be maintained.

 

 

Catterall Parish Precept

The Precept is part of your Council Tax bill that all households receive and it comes directly to the Parish Council to spend within the Parish. This year shows a slight increase of 6½%. The Parish Council has the power to raise as much money it needs through the precept but it always has regard for the impact on the Council Tax on the people who live in the Parish.

Band D payments will be about £35.13, an increase of £2.06 per household on last year’s precept. This equates to 76½ pence per week.

 

Catterall Gala Sat 30th May 2009

There will be a house to house collection to raise money for the Gala between April 18-28th. The Gala Committee thank you all for your generosity in supporting this annual village event. If you would like to help to arrange/join us on the day please phone Marc on 605975. Volunteers are greatly needed and appreciated

Kepple Lane Surgery

Many of our residents will be aware that the Pharmacy at Kepple Lane is now open 7 days week with extended opening hours. However, the surgery is no longer accepting prescriptions through a third party, i.e. the Chemist, as a safe guard to patients.

For those wishing to continue using the Garstang Chemists, patients are asked to ring or post their repeat prescription to the surgery, stating that the prescription is to be kept at the reception. They are to inform the Chemist that the prescription is ready to pick up and the Chemist will collect and fill out the prescription.

Patient can collect medicines from the Chemist of their choice, providing that Chemist will pick up the prescription from the surgery.

 

PROBLEMS IN THE PARISH

The Parish Council employs a Parish Lengthsman to keep the Parish tidy and well maintained. Each week problems of fly-tipping, flooding, damage to public footpaths or litter bins needing emptying are reported. But whilst Timmy, the Lengthsman finds most of the problems, should any Catterall resident find such problems these can be reported to Timmy as the first point of contact or the Clerk or any of the Parish Councillors listed on the back page.

The Parish Council wishes to remind residents that shrubs which overhang into the pavement can lead to prosecution. The shrubs are the householders’ responsibility and a pedestrian who suffers injury could claim on the householder. Lancashire County Council is entitled to do the necessary work to clear the pavement and send the householder the bill.

The Parish Lengthsman litter picks the Village on a regular basis. The collected rubbish is sorted and re-cycled into the appropriate collection bins at Claughton Household Recycling Centre.

 

Ground Maintenance Contract

For many years now, Wyre Borough Council has cut the grass on Playing Fields within the Borough, at no charge to those Parish Councils. This situation is unlikely to continue beyond 2009/2010, when the responsibility for the maintenance of Catterall Playing Field is handed back to the Parish Council. There is the choice of paying Wyre Borough Council to continue with the maintenance or to employ another contractor. The Councillors will be discussing the situation at the next meeting. There will be an impact on the budget going forwards, but we will try our best to keep this to a minimum.

Franklaw Treatment Plant, Catterall Lane

The Parish Council has been receiving complaints about the noise emanating from Franklaw Treatment Plant. If you are disturbed by this noise or consider it too loud please inform Neil Martin, Environment Officer, Wyre Borough Council on 01253 891000.

POLICE AND COMMUNITY TOGETHER

P C Simon Jones holds his PACT meetings on the first Tuesday of the month at Catterall Village Hall from 7.00 pm. Residents are encouraged to attend to report problems or concerns they have within the Village.

At the recent PACT meeting no anti-social incidents had been reported over the Christmas period.

Medicine and Chernobyl

The annual visit of the children from Belarus to the area is scheduled from June 15th to July 13th this year. A party of 14 children is anticipated and 8 will be staying in Catterall and surrounding areas. Public Footpath Number 13,

From the Old Knackers Yard, Tan Yard Road

Excavation work has started on the industrial area around the old Knackers Yard and this has included the clearing of footpath number 13 from Tan Yard Road. Whilst the surface is muddy at this time of the year, it is still passable, and is only a temporary situation. The Rights of Way Officers at Lancashire County Council are aware of the situation and are monitoring the footpath. The temporary fencing erected around the different plots also lines the footpath, this fence will move during the clearing and construction to ensure constant safety to pedestrians using the public footpath.

Tan Yard Road is being widened in line with the planning permission for the Riverside Industrial Park. The Health and Safety Executive have approved the working conditions and public protection.

 

Catterall Lane

Several residents, living in the vicinity have complained to the Parish Council, Wyre Borough Council and Lancashire County Council on the state of this thoroughfare, following road works in the area of the Franklaw Water Treatment Plant. This matter has been reported to Lancashire County Council and will also be raised at the next meeting of the Wyre Area Road Safety Committee.

Public Surgeries

Catterall Parish Council has an office in the Village Hall, Garstang Road and this is open to residents, who are welcome to visit the Village Hall and look at planning applications in Catterall. You are equally welcome to raise any concerns or comments you have about your Village. The minutes of Parish Council meetings are also available for inspection.
