Chairman’s Report

It gives me great pleasure to have accepted the Chairmanship of Catterall Council for the forthcoming year.

I would convey not only my own personal thanks, but also that of the Council, to the outgoing Chairman Gurth Wilson who has performed an excellent job over the past four years, it has been an unprecedented period in which he has steered the Council through various new legislation and many other schemes which have brought benefit to the Parish.

The Parish Council welcomes a new member whom I am sure many of you will know, Councillor Trish Bugeja and I hope she will enjoy her new role.

The second CCTV system is now up and running further enhancing our safety in the Parish. The crime figures in Catterall recently presented at the PACT meeting show an improvement on the corresponding period in 2008. Long may it continue.

The Parish Council has received numerous complaints with regard to speeding traffic particularly on Cock Robin Lane and Catterall Gates Lane, not only is this dangerous, but it does cause distress to residents, I am sure the Councillors will join me in a plea to those who exceed the limit to please slow down and respect the concerns of your neighbours. Let’s try to keep Catterall an accident free zone!

The Parish Council has recently been subjected to some criticism regarding the state of certain footpaths which cross private land within the curtilage of the Parish. Unfortunately the Parish Council has no jurisdiction over public footpaths or dog fouling, but is happy to pass on the complaints on behalf of its residents.

This can be done by contacting the Clerk, details on page 7, any of the Parish Councillors, whose names appear on the back page and in the notice boards or by attending the monthly Parish Council meetings held at the Village Hall.

Please remember a Parish Council is more efficient when residents bring their matters of concern to their attention and then these can be dealt with expeditiously.

DOG FOULING IN CATTERALL

Did you know it is an offence?

For any person in charge of a dog to allow the dog to foul the footway of any highway or any public place or a grass verge adjacent to the road.

To allow a dog to be on the road unless that dog is on a lead and under proper control.

To allow dogs to foul on the grounds of the local Playing Field and Play Areas.

For a dog to be in a public place and not wearing a collar and tag giving the name and address of the owner.

Planning Applications

Have you spotted a yellow notice displayed on a lamp post or gate? Then this is probably to tell you that the owner has applied to build on the land or add to or alter the existing building. If this may affect you or you wish to know the details of what is proposed then call in at the Residents Surgeries held in the Parish Office, Catterall Village Hall on Monday mornings or Wednesday afternoons. The Parish Council holds all current planning applications and past ones with decisions can be supplied upon request.

Catterall Neighbourhood Policing Team

 

The Team would like to report that there has been a progressive decline in both Crime and Anti Social Behaviour in the area due to the vigilance of residents and the high visibility policing in Catterall. However we would like to re-emphasize that residents should be aware of an increase in domestic burglaries in the area and ask those residents to be observant and report any suspicious persons and vehicles seen in and around the area. Residents are also reminded to secure properties and vehicles appropriately, to assist in deterring the opportunist criminals and to report suspicious persons carrying out cold calling and scrap removal as this is another problem that is occurring more frequently.

' Wyre residents urged to take care on the phone

Wyre residents are asked to be mindful of bogus telephone callers claiming to be council officers. Two incidents have recently been reported in Fleetwood and Knott End where a caller posed as someone from Wyre Borough Council and tried to find out when the resident would be at home.

On one occasion the caller said he was a building surveyor who needed to discuss problems with the resident's roof. The other claimed to be a Street Scene officer who wished to come to the house to discuss problems with bin collections. Neither resident had previously contacted the council about these issues and in both cases they were asked to confirm when someone would be home.

The police have been informed about the incidents. In the mean time, Rob Posner, Director of Neighbourhood Services for Wyre Borough Council, has issued the following advice: "We wouldn't normally contact residents by phone unless they had previously made an enquiry via Wyre's contact centre. If we did have an issue we needed to raise with a member of the public, our usual practice is to visit in person, in which case the officer would be carrying photographic identification.

"In view of these recent incidents we are asking people to be extra vigilant when taking phone calls they were not expecting and not to give out unnecessary personal information.

"If there is the slightest doubt that the caller isn't genuine, end the call and telephone the council's contact centre on 01253 891000 to double check."

The Play Area on the playing fields has recently been refurbished completely by Wyre Borough Council. New equipment has been installed and we hope that local families are making good use of the facilities. If you have any concerns regarding the refurbishment please contact Wyre Borough Council or the Clerk

PROBLEMS IN THE PARISH

The Parish Council employs a Parish Lengthsman to keep the Parish tidy and well maintained. Each week problems of fly-tipping, flooding, damage to public footpaths or litter bins needing emptying are reported. But whilst Timmy, the Lengthsman, finds most of the problems, should any Catterall resident find such problems, these can be reported to Timmy as the first point of contact, the Clerk or any of the Parish Councillors listed on the back page.

Catterall Parish Council

There are three tiers of local government with areas of responsibility in Catterall –
Lancashire County Council,
Wyre Borough Council and
Catterall Parish Council.

Ten local residents serve as Councillors on Catterall Parish Council. They are all volunteers and receive no pay for the work they do on behalf of the Parish. Besides attending the monthly meetings and those of the Councils Committees, many of the Parish Councillors represent the Council on outside bodies as the voice of Catterall. Many devote much of their spare time to matters that affect the residents’, they are never ‘off duty’ and encourage residents to talk to them about the issues which impact on their lives. Elections to serve as a Parish Councillor are held every four years.

Green Box Re-cycling

The Parish Council has received a number of complaints about the green box re-cycling service, the mess created during collection and left on the road side and in drives and where the boxes are deposited after emptying. Wyre Borough Council wishes to assure residents that the issue of this poor practice is being taken up and they would welcome any feedback from other residents who consider the service they receive is a problem.

Planning Applications

The Parish Council has commented on the following planning applications;

Proposal: Outline application for residential development

Location: Pickering Hotel Garstang Road Catterall

The Parish Council had no objections to this application but has a number of concerns, centring round the loss of a valuable amenity in the Village.

Proposal: Erection of a 24m high wind turbine

Location: Riverside Industrial Park Catterall Gates Lane Catterall

The Parish Council has no objections in principle to this application but asked that the turbine is relocated further into the site.

Proposal: Erection of dwelling (resubmission of 08/00677)

Location: 44, Cock Robin Lane, Catterall

The Parish Council objected to this application and requests neighbourhood notification of all the houses in the terrace as matters concern all the residents.

Proposal: Proposed modification to Planning permission 09/00402/FUL for a single-storey rear extension, 2 front bay windows, stone to front elevation, render to outside and rear elevations and provision of room in roof space, to include the provision of a side dormer

Location: Lunesdale 19 Cock Robin Lane Catterall

The Parish Council had no objections to this planning application and requested neighbourhood notification.

Proposal: Erection of a residential nursing home (use Class C2) incorporating 40 bedrooms with associated parking and landscaping

Location: Land off Catterall Gates Lane, Catterall

Proposal: Change of use of domestic garden to display site for timber garden buildings (revision of 08/00217)

Location: Catterall Coach House Garstang Bypass Road Catterall

Proposal: Variation of condition 4 on application 08/00676/FULMAJ to alter noise limit levels

Location: Dewlay, The Traditional Cheesemakers, Garstang By Pass Road

Proposal: Single storey rear extension, 2 front bay windows, stone to front elevation, render to side and rear elevations and provision of room in roof space

Location: Lunesdale 19, Cock Robin Lane, Catterall

Proposal: Rear dormer and conservatory

Location: 24, Joe Lane, Catterall

Planning applications including details of the work applied for plus fully detailed architects’ plans, flood risk, access and design statements are available to view at the Parish Office, Catterall Village Hall during Residents Surgeries or by appointment.

POLICE AND COMMUNITY TOGETHER

P C Simon Jones holds his PACT meetings on the first Tuesday of the month at Catterall Village Hall from 7.00 pm., before the Parish Council meeting. Residents are encouraged to attend to report problems or concerns they have with in the Village.

Public Surgeries

Catterall Parish Council has an office in the Village Hall, Garstang Road and this is open to residents, who are welcome to visit the Village Hall and look at planning applications in Catterall. You are equally welcome to raise any concerns or comments you have about your Village. The minutes of Parish Council meetings are also available for inspection.

Wednesday afternoons between 1.00 pm and 4.00 pm
