Report from

Catterall Parish Council’s Chairman

The Summer is nearly over, but not that you would notice, given the weather we have been having. This may have a silver lining however, since the crime and anti-social behaviour rates in the Parish as reported at the most recent PACT meeting are well down on recent years.

Work has begun on the installation of the second CCTV camera at The Pickerings Hotel and this should be finished during September. The Parish Council is most appreciative to the owners of the Pickerings Hotel for allowing the camera to be mounted within their grounds as it surveys Garstang Road and Cock Robin Lane. Unfortunately the Council were unsuccessful with one of the granting bodies, but because it is seen as so important to local residents, the Parish Council decided to fund it mainly from the precept in order to avoid delay.

 

Several of the new Parish Councillors have recently attended training sessions organised by the Lancashire County Training Partnership and Wyre Borough Council which will hopefully assist them to provide an even better service to local residents. Even the Chairman is going on a training course in October, which should be interesting!!

Finally, you should all, by now, be aware of the planning application submitted by Dewlay the Traditional Cheesemakers, for a 400 foot wind turbine, just off the A6. Catterall Parish Council along with others in the area has objected very strongly to this application on a number of grounds. The sheer size alone would have a serious negative impact on the area.

Finance

The Parish Council is responsible for the proper accounting records, safeguarding the assets and taking steps to prevent fraud and other irregularities. There are accounting policies and procedures in place to mitigate exposure to major risk, which are reviewed annually. The Councillors believe they make reasonable and prudent judgements and estimates. The accounts are a matter of public information and can be viewed at any time.

The Multi-Use Games Area

 

The multi-use games area is now fully operational and is getting a lot of use.

This facility can be booked in advance for a small fee. For details please contact the Parish Clerk on 600689. A tennis or volley ball net can also be hired.

Please use this facility and at the same time respect it.

 

Motorcycle Tips

Motorcyclists make up only 1% of traffic but account for 20% of deaths and serious

injuries. Eight motorcyclists lost their lives on Lancashire’s roads during 2007 and 169 were seriously injured.

The motorcycling season is well under way and we are reminding all bikers to make a conscious decision to put ‘safety before experience’.

Here are our top tips for bikers on how to stay safe whilst riding and also our advice to motorists on how to be more considerate and more aware of motorcyclists.

Tips for Drivers

· Before setting off check blind spots as motorcyclists can be hard to see

· Check your side mirrors before you make a turn

· Give motorcyclists plenty of room at roundabouts

· When overtaking motorcyclists, give as much room as you would for a car. Riders may need to swerve to avoid potholes or other surface hazards

Tips for Riders

· Anticipate the actions of motorists

· Be alert & observant, look behind you to check the position of other vehicles before manoeuvring

· Position yourself in the best point on the road (usually the middle) & take care when overtaking

· Wear protective clothing and a helmet

· Keep within speed limits and ride so you can adjust to changing conditions

(e.g. weather, speeds etc)

Police matters in Catterall (

The area of Garstang South, which includes Catterall, is under the jurisdiction of P C Simon Jones, who is the Community Beat Officer. PCSO Craig Jones has recently been appointed as the dedicated officer for Catterall and has been patrolling the Village on a regular basis. The Parish Council welcomes this move to strengthen Community safety.

PROBLEMS IN THE PARISH

The Parish Council employs a Parish Lengthsman to keep the Parish tidy and well maintained. Each week problems of fly-tipping, flooding, damage to public footpaths or litter bins needing emptying are reported. But whilst Timmy Hoyles, the Lengthsman finds most of the problems, should any Catterall resident find such problems these can be reported to Timmy as the first point of contact or the Clerk or any of the Parish Councillors listed on the back page.

The Parish Council wishes to remind residents that shrubs which overhang into the pavement can lead to prosecution. The shrubs are the householders’ responsibility and a pedestrian who suffers injury could claim on the householder.

Lancashire County Council is entitled to do the necessary work to clear the pavement and send the householder the bill.

J Smiley SID

Barnacre with Bonds Parish Council has agreed to the erection of our Smiley SID (Speed Indicator Devise) at a location within their Parish boundary. This will be on Garstang Road near to the Golf Club. The Parish Council hopes that this very successful system will provide an additional deterrent to speeding when entering Catterall.

Children’s Play Area, Catterall Playing Field

 

 

The Play Area on the playing fields has recently been refurbished completely by Wyre Borough Council. New equipment has been installed and we hope that local families are making good use of the facilities. If you have any concerns regarding the refurbishment please contact Wyre Borough Council or the Clerk

Medicine and Chernobyl (Preston)

A party of fourteen children from Belarus, the area most badly affected by the Chernobyl disaster, enjoyed yet another very successful visit to the North West during June. The party included eight children staying with families in Catterall, Garstang and the surrounding Villages. Some of the children had never travelled so far before and their adventure was all the more exciting when they visited Knowsley Safari Park, Blackpool Pleasure Beach and the Lakeland Adventure Centre. They also enjoyed an evening meal kindly provided by Guys Thatched Hamlet.

DOG FOULING IN CATTERALL

Did you know it is an offence?

For any person in charge of a dog to allow the dog to foul the footway of any highway or any public place or a grass verge adjacent to the road.

To allow a dog to be on the road unless that dog is on a lead and under proper control.

To allow dogs to foul on the grounds of the local Playing Field and Play Areas.

For a dog to be in a public place and not wearing a collar and tag giving the name and address of the owner.

P C Simon Jones holds his PACT meetings on the first Tuesday of the month at Catterall Village Hall from 7.00 pm. Residents are encouraged to attend to report problems or concerns they have within the Village.

Calder Drive

A landscape scheme to improve car parking and create open spaces is being prepared by Wyre Borough Council and will be put forward for consideration in the next financial year 2009/2010.

Catterall Parish Council has an office in the Village Hall, Garstang Road and this is open to residents, who are welcome to visit the Village Hall and look at planning applications in Catterall. You are equally welcome to raise any concerns or comments you have about your Village. The minutes of Parish Council meetings are also available for inspection.

Opening times; Monday mornings between 9.00 am and 12.00 am and

Wednesday afternoons between 1.00 pm and 4.00 pm.
