THE CATTERALL CRIER CATTERALL PARISH COUNCIL NEWSLETTER June, 2006 Issue 6 Chairman's Annual Report In his first report as Chairman Cllr. G. Wilson was encouraged and pleased with progress over the past twelve months. Though the loss of Cllr J. Kirby had saddened events, he will be remembered as a robust and capable Councillor. The partnership with Pilling and Kirkland continues to provide mutual benefit and this Parish Council is progressing towards Quality Parish Council Status. Taylor Woodrows development is well under way and further planning permission has been granted beyond this site. The Parish Council remains concerned about the long term impact of traffic and proposed solutions. The proposed maggot farm close to such a large residential development is causing concern. Funding has been secured to begin work on the Multi Use Games Area and the Parish Walk. CCTV has been installed at the Village Hall and will offer protection to the Multi Use Games Area. The Parish remains relatively crime free, despite perceptions to the contrary. The precept will remain at the same level for 2006 2007 resulting in a reduction in the Council Tax of 5.6%. The Chairman thanked his fellow Councillors, the Parish Lengthsman and P C Murphy for their work on behalf of the Parish Council during the year and welcomed back Cllr. J. Kirkland and Catterall St. Helen's Primary School Lancashire Healthy Schools Programme Cooking up success Children at Kirkland and Catterall St. Helen's Primary School have been putting the Schools healthy School status into practice by designing their own fruit pizzas and healthy sandwiches. Even reception have had their aprons on, making gingerbread men in their science lesson and predicting what will happen if the biscuits are left in the oven too long! The School awarded the Lancashire Healthy Schools Programme certificate at the start of the school year and it continues to develop healthy eating practices in all classes. Living Image Theatres production of Wind in the Willows Thursday 22nd, Friday 23rd and Saturday 24th June, in the square, grounds and church at St. Helens, Churchtown Living Image Drama Groups production in school on the 21st March was thoroughly enjoyed by all pupils and has inspired several to take part in their forthcoming production of Wind in the Willows in the church square in June. Congratulations to Natasha Crossely for taking the part of Harriet Hedgehog, Jonathan Brindle for taking the part of a squirrel and Becky Brindle for her part as a rabbit. We look forward to seeing you perform with the other cast members in June.
Wyre Strategic Partnership The Town and Parish Council Steering Group have secured a grant to pay for a survey of Safety Around Rural Schools in Wyre. The project involves a full investigation of the safety conditions around schools in the rural part of the Borough, thus establishing what, if anything, could be done to improve the conditions for road users, pedestrians, cyclists, school children and parents in the crucial morning and afternoon periods. The Steering Group will be employing an engineering consultant to look at these factors and report back.
MULTI-USE GAMES AREA Work has begun on the multi-use games area sited at the playing fields. The work is expected to be completed by the end of June, when a variety of sports facilities will be available. For further information, please call the Parish Clerk on 01995 600689. SPEED INDICATOR DETECTOR Speed Indicator Detectors can be seen on lamp posts as smiley faces and they warn motorists if they are speeding by frowning at the driver as they pass. The detector is calibrated to be used on roads of 30 - 40 MPH limits. The Parish Council is hoping to secure a smiley face at a cost of 3,000 plus 40.00 for each bracket, which will be erected on suitable lamp posts by Lancashire County Council. Working with Pilling and Kirkland Parish Councils will reduce the initial cost and funding is being sought from road safety partnerships. Councillors nominated the following sites for the brackets; Cock Robin Lane, both sides and near Stone Cross Gardens Garstang Road, both sides near the Village Hall Garstang Road, both sides between the Pickerings and Joe Lane. These sites will need confirmation with the Police, who will be responsible for re-charging the sign and moving it to the different sites. Do you know any more suitable sites?
DOG FOULING IN CATTERALL
Did you know it is an offence? For any person in charge of a dog to allow the dog to foul the footway of any highway or any public place or a grass verge adjacent to the road. To allow a dog to be on the road unless that dog is on a lead and under proper control. To allow dogs to foul on the grounds of the local Playing Field and Play Areas. For a dog to be in a public place and not wearing a collar and tag giving the name and address of the owner. Catterall Dog Pooh Bins There are responsible dog owners who take their animals excrement home or use the many dog pooh bins in the Village. However, there are owners who use litter bins to deposit dog pooh. This habit causes an unhealthy stench, noted by those who walk past the bin and, as some are located next to bus stops, this is also most unpleasant for them. Please use the dog pooh bins provided; Catterall Playing Field, Village Hall car park, Stones Lane or TAKE IT HOME!! PLANNING PERMISSIONS The following planning applications have been granted; Prior notification application notice 06/00138/AGR Proposal; Prior notification for extension to storage building Location; Catterall Lodge Farm, Garstang By-Pass Road, Catterall Resolved; Wyre Borough Council state that prior notification is not required but request landscaping/screening to the northern side of the proposed building. Planning applications received this month; 06/00340/FULMAJ Proposal; Change of use of land to accommodate 10 number chalets with associated landscaping (re-submission of 05/01370) Location; Brooklands Health Farm, Calder House Lane, Bowgreave Resolved; The Parish Council support the comments made by Barnacre Parish Council and object on road safety grounds due to the exit at the east lodge and conflict with existing residents. 06/00427/FUL Proposal; Single storey rear extension Location; 18, Boyes Avenue, Catterall Resolved; The Parish Council has no objections to this application, but request neighbourhood notification. 06/00432/REM Proposal; Reserved matters application for one detached dwelling (outline application 02/00396/OUT) Location; Land adjacent to Beech House, Catterall Lane, Catterall Resolved; The Parish Council has no objections to this application, but requests neighbourhood notification. 06/00435/FUL Proposal; Erection of building for a maggot growing house and extraction unit, flue and peat beds Location; Former Knackers Yard, Catterall Gates Lane, Catterall Resolved; The Parish Council objects to this application. Too close a proximity to residential and Park homes, and even closer to the proposed housing development on Catterall Gates Lane. Due to the nature of the industrial proposal and the perceived smells it may constitute a hindrance to further industrial development in the future. AMENITIES SURVEY The Parish Council is currently undertaking a second survey of local residents regarding village amenities. In particular, we are interested in finding out what local people think about the installation of CCTV and the multi-use games area on the playing fields. We are also interested to know how we might make better use of the Village Hall. Questionnaires are being delivered to all homes in the Parish during June. Police matters in Catterall......... P A C T .........POLICE AND COMMUNITY TOGETHER PACT meetings are held on the first Monday of the month at Catterall Village Hall from 7.00 pm. Residents are encouraged to attend to report problems or concerns they have with in the Village. The next meeting is Monday 3rd July. 7th August, 4th September sssssssssssssssssssssssssssss MEDICINE & CHERNOBYL The local branch of the charity Medicine & Chernobyl has once again brought a party of 17 young children to this area from Belarus for respite holidays. A total of six children are actually staying with host families in the Parish during June. PROBLEMS IN THE PARISH The Parish Council employ a Parish Lengthsman to keep the Parish tidy and well maintained. Each week problems of fly-tipping, flooding, damage to public footpaths or litter bins needing emptying are reported. But whilst Timmy Hoyles, the Lengthsman finds most of the problems, should any Catterall resident find such problems these can be reported to Timmy as the first point of contact or any of the Parish Councillors listed on the back page. Finance The Parish Council is responsible for proper accounting records, safeguarding assets and taking steps to prevent fraud and other irregularities. There are accounting policies and procedures in place to mitigate exposure to major risk, which are annually reviewed. The accounts are available for public scrutiny from 12th June to 7th July prior to sending to the district auditor and arrangements can be made by ringing the Clerk on 600689. WYLDEFYRE WYLDEFYRE is an affordable on demand way to get to health appointments and other activities. It is a service for people of any age who have no alternative means of transport and is designed to be flexible enough to make access to health appointments easier in the rural villages of Wyre and Fylde. Following the closure of the Wyre Borough Council office in Garstang Community Centre, residents are welcome to visit the Village Hall and look at planning applications in Catterall. You are equally welcome to raise any concerns or comments you have about the Village. The minutes of Parish Council meetings are also available for inspection if required.
