THE CATTERALL CRIER CATTERALL PARISH COUNCIL NEWSLETTER April, 2007 Issue 6 Chairman's Report As I approach the end of my second year as chairman of the Parish Council, I think we can look back on another fruitful year. The multi-use games area has been successfully installed on the village playing fields and is being well used. We hope that residents will make use of the new booking system, and we also hope to be running small sports tournaments during the summer. The CCTV system is now fully operational at the playing fields and we have plans to extend this to Cock Robin Lane during 2007/08. The Parish has received grants towards the provision of Smiley SPIDS (Speed Warning Devices) which will be installed at various locations within the Parish fairly soon, and will hopefully go some way towards reducing speeding traffic on Garstang Road and Cock Robin Lane. We continue to benefit from the services of a full-time Clerk and Parish Lengthsman and are well on our way to achieving Quality Parish Council Status, which will provide financial benefits to the Council in the long-term. All of this has been achieved against a background of maintaining the Parish Precept at the same level for three years, which I hope is appreciated. If I have one concern, it is the amount of planning approval being given for further housing in the Parish which, in the opinion of the Council, is not justified and which we opposed. Finally, may I thank all my fellow Councillors, the Parish Clerk and the Parish Lengthsman for their continued support and hard work. Remember, Parish Councillors are not paid for what they do and they need some appreciation from time to time.

This event is always well attended and residents enjoy the activities provided on the day. However, there is a lot of work in preparing for the big day and help is always accepted. Some of us have been doing our job for quite some years and now feel it is time for some new faces, someone to give fresh input with new ideas. Are you that someone?? First of all the hall practically runs itself, we have a secretary to take bookings, a treasurer to bank the payments, a Chairperson to run the meetings and a fundraising secretary. We hold meetings no more than once a quarter, very enjoyable and informal. Perhaps you would like to join our committee with out a position of responsibility, you would be very welcome. We would like to invite residents to an informal evening on Monday 23rd April, at the Pickerings Hotel at 8.00pm. Come along and meet us. If you are new to the area it will be a good chance to meet the people who make up your neighbourhood. This is your Village Hall, come and have a say. We will be holding a free raffle on the night. MEDICINE & CHERNOBYL The local branch of the charity Medicine & Chernobyl will once again be bringing a party of 22 young children to this area from Belarus for respite holidays. A total of eight children are actually staying with host families in the Parish during June. Police matters in Catterall ( ......... P A C T .........POLICE AND COMMUNITY TOGETHER P C Simon Jones holds his PACT meetings on the first Monday of the month at Catterall Village Hall from 7.00 pm. Residents are encouraged to attend to report problems or concerns they have with in the Village. The next meeting is Monday 14th May, 2007 Or Monday 4th June, 2007 Or Monday 2nd July, 2007
s s s s s s s s s s s s s AMENITIES SURVEY The Parish Council is currently undertaking a third survey of local residents regarding village amenities. In particular, we are interested in finding out what local people think about the installation of CCTV and the multi-use games area on the playing fields. The local police are also interested in asking a few questions about their role in the community. Questionnaires are being delivered, with this newsletter, to all homes in the Parish. = DOG FOULING IN CATTERALL Did you know it is an offence? For any person in charge of a dog to allow the dog to foul the footway of any highway or any public place or a grass verge adjacent to the road. To allow a dog to be on the road unless that dog is on a lead and under proper control. To allow dogs to foul on the grounds of the local Playing Field and Play Areas. For a dog to be in a public place and not wearing a collar and tag giving the name and address of the owner. Please use the dog bins provided; Catterall Playing Field, Village Hall car park, Stones Lane Or TAKE IT HOME!! efefefefef Play Area, Catterall Playing Field Wyre Borough Council is about to refurbish the Play Area on the Playing Field. Consultation has been carried out but if you would like to add your opinion please approach any of the Parish Councillors or the Clerk.
COCK ROBIN PRE-SCHOOL The Under-5’s Group, which meets on Tuesday afternoons from 1.30 – 3.00 pm, has been hugely popular and been praised by many carers for the quality of toys, range of activities and very friendly atmosphere. There is a minimal charge of £1.00 per child and anyone interested in joining will be made very welcome. The group is open to all children and carers no matter which pre-school they do or will attend. The Music Group Which meets on Wednesday afternoons from 1.20 – 2.10 pm, has become a hit with the children who attend. Two experienced staff co-ordinate a fun-filled session with 3-5 year old children and present a well planned introduction to early music. The adults seem to have as much fun as the children! Puppets, movement, singing, instruments, rhythm and a lot of laughter make the session’s fantastic fun and value for money at only £3 per child. There are limited numbers of places still available. Cock Robin Pre-school is very grateful for the funding received from Garstang and District Partnership which has enabled it to set up these community groups. THANK YOU The Pre-school would like to thank the local community for its response to our Bag2School appeal; we raised £252 and will be distributing bags again in May. If anyone has any clothing, bags, shoes, bedding, curtains etc. we would appreciate them being saved for our next collection. PHOTOGRAPHER A photographer will be visiting Catterall Village Hall on Tuesday 24th April and anyone is welcome to book a session for a studio style set of prints. Prices are £18.50 for nine photographs. Please ring Brenda on 01995 603807 for a booking time. PLACES We are pleased to report that Cock Robin Pre-school is continuing to attract children from a wide area and will once again be feeding a range of primary schools this year. Names are being taken for September and a few places are available for the rest of this year. Children can begin at the age of two and do not need to be potty trained. Open Week is planned in June and we welcome everyone to come and see our facilities and meet the staff. If you would like further information, please contact Brenda Challioner on 01995 603807 adadadadadadadad PROBLEMS IN THE PARISH The Parish Council employs a Parish Lengthsman to keep the Parish tidy and well maintained. Each week problems of fly-tipping, flooding, damage to public footpaths or litter bins needing emptying are reported. But whilst Timmy Hoyles, the Lengthsman finds most of the problems, should any Catterall resident find such problems these can be reported to Timmy as the first point of contact or the Clerk or any of the Parish Councillors listed on the back page. The Parish Council wishes to remind residents that shrubs which overhang into the pavement can lead to prosecution. The shrubs are the householders' responsibility and a pedestrian who suffers injury could claim on the householder. Finance The Parish Council is responsible for the proper accounting records, safeguarding the assets and taking steps to prevent fraud and other irregularities. There are accounting policies and procedures in place to mitigate exposure to major risk, which are reviewed annually. The Councillors believe they make reasonable and prudent judgements and estimates. The accounts are a matter of public information and can be viewed at any time. The Parish Council carried forward over £46,000 this was funding for the Multi Use Games Area.
The Multi-Use Games Area The multi-use games area is now fully operational and appears to be getting a lot of use. This facility can be booked in advance for a small fee. For details please contact the Parish Clerk on 600689. The Council is also considering organising a number of sports tournaments for young children aged 7-11 years. Please use this facility and at the same time respect it.
Catterall Parish Precept The Precept is part of the Council Tax bill that all households receive and it comes directly to the Parish Council to spend within the Parish. This year shows a decrease of 4.9%. The Parish Council also receives income from contracts and funding is sought to carry out projects with in the Parish. The itemised precept for the year 2007 – 2008 is;

Estimated Income £14,107.00 Estimated Payments £35,555.00 Precept £21,448.00 (this was rounded down to £21,000) ssssssssssssssssssssssssssssss Public Surgeries Catterall Parish Council has an office in the Village Hall, Garstang Road and this is open to residents, who are welcome to visit the Village Hall and look at planning applications in Catterall. You are equally welcome to raise any concerns or comments you have about the Village. The minutes of Parish Council meetings are also available for inspection.
