CATTERALL PARISH COUNCIL MINUTES OF THE MEETING HELD ON MONDAY 4th SEPTEMBER, 2006 AT 7.30PM AT THE VILLAGE HALL, GARSTANG ROAD, CATTERALL Present: Councillors; G. Wilson, Chairman, D. Thompson, Vice-Chairman P. Hall, D. Harvey J. Houghton, H. Kenyon, D. Sharples, N. Thompson, Gillian Benson, Clerk to the Parish Council P C Jones, 1117. APOLOGIES FOR ABSENCE No apologies were given. 1118. DECLARATION OF INTERESTS Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee and will not take part in the resolutions. Cllr. N. Thompson declared a personal interest in item as Parish Lengthsman to Pilling Parish Council. 1119. MINUTES OF THE LAST MEETING It was resolved that the minutes of the last meeting, held on 7th August, 2006, having been circulated were agreed and signed by the Chairman as a true record. 1120. POLICE MATTERS The meeting was adjourned to allow P C Jones to speak. P C Jones reported on the previous PACT meeting where a sharp increase in the number of criminal damage to vehicles was recorded. Most of these involved the removal of aerials and occurred on Duckworth Close between 20th and 21st August. Also vehicle damage to cars on Garstang Road and Catterall Gates Lane both of which have been detected and persons caught. An incident of rowdy behaviour was reported on Cock Robin Lane and Garstang Road. The Councillors reported the number of youths at the Memorial Garden and the perception of intimidation for those walking past. As many as 15 are gathering with three motorbikes and recently they have seriously damaged the Give Way sign and graffiti has been written over the coping stones. It was also raised that these youths are walking into the road in front of on coming traffic forcing them to brake violently. The installation of railings around the Garden was again raised to protect the stones. Resolved; The railings issue to be passed to the Open Spaces Committee for decision. At the last meeting the speeding on Cock Robin Lane was raised by a resident, who was disappointed at the lack of action. P C Jones has attended twice, during the day, with the camera and issued a number of summonses requiring the production of documents. The Road Policing Targeting Team is to attend regularly in Catterall. It was reported that vehicles are driving at night on Garstang Road between Joe Lane and Catterall Gates Lane without lights The meeting was resumed. 1121. MULTI USE GAMES AREA Resolved; To order four litter bins from Austin Walmsley for the Multi Use Games Area. Resolved; The cost of Multi Use Games Area hire will be £20.00 per hour with a £20.00 refundable deposit for the use of the net. Resolved; A booking form will be compiled for confirmation by the Open Spaces Committee. 1122. PARISH LENGTHSMAN SCHEDULE Councillors were asked to form a schedule of work for the Parish Lengthsman to follow. Resolved; To pass to the Parish Lengthsman Committee and involve the Parish Lengthsman in formulating a schedule. 1123. CCTV In order to demonstrate to the public that the CCTV is working there is a need to observe the activities taking place on the Playing Field. However monitoring can be a drawn out process and it was decided to approach Fleetwood Police to ask how they monitor their system. The Amenity Survey carried out recently supported the installation of CCTV in other locations in the Village. The Councillors discussed the problems at the top of Cock Robin Lane and considered this would be the next location. Cllr. J. Houghton proposed that the Parish Council take out a loan and install the camera as soon as possible. The proposition was not supported. Resolved; The Clerk pursues all areas of funding and quotes for an additional camera. The camera would be located in an area surrounded by trees which will bring problems to reception of the picture. It was also raised to write to Wyre Housing Association informing them of the CCTV and asking if they would trim back their trees to allow better lighting for the camera and asking if they wish to contribute towards the system which will be protecting their tenants. 1124. LANCASHIRE LOCALS Councillors were asked to consider the information supplied from Lancashire County Council on the Lancashire Locals. There is no provision in the constitution for formally co-opted members, but the working group has recommended a Parish Council representative should be a co-opted member. It was noted that the working group is willing to return to the Lancashire Locals’ constitution through the ruling group and change it to allow voting rights for the Parish Council representative. Resolved; The Parish Council supports the protocol stated and strongly recommends the co-option of a Parish Council representative. Cllr. D. Sharples raised that Wyre Area LAPTC would be sending out notification for representatives shortly. 1125. PLANNING APPLICATIONS The following planning application has been refused; 06/00435/FUL The following planning applications have been granted; 06/00585/FUL 06/00711/FUL 06/00741/FUL 06/00745/FUL 06/00784/FUL 1126. PUBLIC PARTICIPATION There were no members of the public present. 1127. REPORTS FOR INFORMATION ONLY Report of the Wyre Borough Councillor Cllr. D. Sharples reported on the Atkins Report before Wyre Borough Council at present. It concerns the redevelopment of the Hillhouse site in Thornton and housing allocation. Wyre Borough Council need to build1,664 houses in the next few years, should 1,600 be built on the Hillhouse site it would ease the pressure to build in rural communities. He reported on progress on the dyke at the rear of Meadowcroft Avenue. Wyre Borough Council has contacted Taylor Woodrow about their commitment to residents to clear out the dyke, however, it seams that house sales have slowed down, the manager has been moved and Taylor Woodrow could pull off the site for the present. Wyre Borough Council have suggested that once the second site comes up for planning application a condition will be placed to clean out the dyke and pipe the drainage to alleviate the situation. In the meantime Wyre Borough Council will be writing to Mr. Brierley as owner of the potato field to clean out the dyke. Report of County Councillor Wilson County Cllr. V. Wilson is still working on the transport system for the new Medical Centre in Garstang. Report from Wyre Strategic Partnership As part of the survey carried out on rural schools the need for high-visibility jackets for teachers was suggested. Garstang and District Partnership is to sponsor five vests for each rural school. Report on the Village Appraisal There will be a meeting held on Wednesday 27th September at The Pickerings to update the Parish Plan. Report from the Clerk on Wyre Borough Council’s Street Scene Resolved; Report accepted by Councillors. 1128. Helme* £355.00 Kirkland Parish Council £ 10.69 Armstrongs £ 69.02 Armstrongs £ 54.53 *Redecoration of the meeting room following the installation of the CCTV, this is part of the grant from Wyre Community Safety Partnership. BT by direct debit Calls to £23.57 Broadband £17.99 Audit 2005 – 2006 The Parish Council has been successful in this year’s audit. The external auditor raised the fidelity guarantee in consideration of the increase in funds. The increase was caused by the section 106 payment, which has now been used to provide the Multi Use Games Area and at the time the finance committee considered the cover sufficient for the short time the money would remain in the bank.
