CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING HELD ON MONDAY 2nd OCTOBER, 2006 AT 7.30PM

AT THE VILLAGE HALL, GARSTANG ROAD, CATTERALL

1130. APOLOGIES FOR ABSENCE

Apologies were accepted from Cllr. D. Harvey and Cllr. J. Wrathall, on holiday. Also County Cllr. V. Wilson, illness.

1131. DECLARATION OF INTERESTS

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee and will not take part in the resolutions.

1132. MINUTES OF THE LAST MEETING

It was resolved that the minutes of the last meeting, held on 4th September, 2006, having been circulated were agreed and signed by the Chairman as a true record.

1133. VILLAGE HALL

Resolved; The Parish Council will consider payment for the electricity used by the floodlights and the Office once the lease has been confirmed.

1134. YOUTH SHELTER

Resolved; To remove one wall of the Youth Shelter to the height of the seat inside. First ensure that the roof is built on the steel uprights and not the walls.

Resolved; To engage an electrician to fit a secure fuse box following removal.

1135. LANCASHIRE LOCALS

Resolved; Cllr. G. Wilson was nominated to stand on the Lancashire Local.

1136. LANCASHIRE PARTNERSHIP: LANCASHIRE OLDER PEOPLE STRATEGY CONSULTATION DRAFT

The Councillors wished to become involved with the consultation process on ‘Lancashire Older People Strategy’ Strategy for an Aging Population 50 Plus? Two Councillors were nominated to answer the questionnaire.

Resolved; To download further information prior to answering the questionnaire.

1137. TAYLOR WOODROW SITE AND THE ROAD LAY OUT

Planning permissions and lay outs for the roads on Catterall Gates Lane were presented and Councillors were concerned that certain traffic calming measures have not been installed.

Resolved; To write to Site Monitoring, Wyre Borough Council clarifying the access to the A6 across the bridleway.

1138. NOTICE BOARD AT THE POST OFFICE

Resolved; Now that the Post Office has changed hands the Parish Council will write for permission to retain the site for the Parish Notice Board.

1139. GARSTANG’S AWARDS IN BRITAIN IN BLOOM

Resolved; The Parish Council congratulates the Garstang in Bloom Committee on the recent success in Britain in Bloom and Champion of Champions.

1140. RoSPA REPORT

Resolved; To refer the report to the Green Spaces Committee for action.

Resolved; To write to Environmental Health, Wyre Borough Council about the unsafe caravan on ‘legs’ kept on this site.

06/01042/FUL
Proposal; Conversion of children’s nursery into 1 no. dwelling including single storey rear extension, rear dormer and single storey detached double garage and utility to rear.

Resolved; The Parish Council has no objections to this application, but requests neighbourhood notification.

1142. REPORTS FOR INFORMATION ONLY

Report of the Wyre Borough Councillor

Cllr. D. Sharples reported on the situation with public conveniences in Wyre. Wyre Borough Council is to enter a joint procurement venture with Fylde Borough Council for tendering in the future.

Report of County Councillor Wilson

Cllr. G. Wilson reported that Wyre Borough Council was looking into Wyre Area Forums, similar to the Lancashire Locals but at a Wyre level and including Parish Council representatives. This is being set up through the Wyre Strategic Partnership.

Report of the representative on Kirkland and Catterall St. Helen's Primary School

The Finance and Resources Committee met to consider the grass cutting tender from Lancashire County Council; the School is not happy with the service and could be possibly seeking outside sources. It is believed the Parish Council could tender although alternative equipment will be needed.

Report of the representative on the Wyre Area Road Safety Committee

The kerb from the newly installed cycle lane opposite Roger’s Garage, Claughton is to be revisited. Flooding at the junction of Catterall Gates Lane with Garstang Road was raised.

Report of the representative on the Wyre Strategic Partnership

Report received on the Rural Schools Road Safety Study. The Parish and Town Councils Steering Group is to meet on Tuesday 3rd October to accept the document. It will be presented to the Executive Board for acceptance on 23rd October.

Report of the representative on the Village Appraisal

A report on the meeting of 27th September was accepted this included further usage of the Village Hall, especially by a Youth Club. The Chairman raised that the Youth Club which meets in Churchtown and St. Michaels is looking to expand its activities to Catterall. There may be a need for funding from Parish Councils to provide a qualified youth worker.

Report of the Parish Lengthsman Committee

It was resolved near impossible to predict a schedule of work for the Parish Lengthsman, as every week is different. Indeed every day can change from what is originally planned. It was decided not to tie the Parish Lengthsman to a set pattern, but to present the time sheets at each Parish Council meeting to allow Councillors to look through.

1144. WEB SITE

The Clerk presented the Parish Council’s web site for viewing and discussion by the Councillors. In order to go live there will a payment to Rural Matrix and this will need putting on the agenda next month.
