CATTERALL PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING

HELD ON TUESDAY 2nd NOVEMBER, 2010 AT 7.30PM

AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL

1775. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. Mrs. P. Bugeja Cllr. Mrs. D. Croston and Cllr. Mrs E. Thomas and the reasons accepted.

1776. DECLARATION OF INTERESTS

Councillors were asked to disclose personal or prejudicial interests in matters to be discussed at this meeting.

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee and took no part in the planning discussions.

1777. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meeting, held on 5th October, 2010, having been circulated were agreed and signed by the Chairman as a true record.

Resolved; That the minutes of the meeting with Regenda and Wyre Borough Council concerning the Wyre Housing Survey, having been circulated to members, were agreed and signed by the Chairman as a correct record.

1778. PUBLIC PARTICIPATION

There were no members of the public present.

Police Report

P C Simon Jones and PCSO Geoff Mole had reported in the PACT meeting, prior to the Parish Council meeting, on the one crime in the past month when a taxi driver received racial abuse at the Pickerings Hotel and one anti-social behaviour incident of persons urinating on a garden fence.

It was reported that PCSO Geoff Mole would be leaving the Police to take up a position in Kendal and commented that many of the PCSO’s may be made redundant due to budget restraints.

1779. GRASS CUTTING IN THE VILLAGE

Cllr. H. Kenyon is most concerned about the state of the open spaces in Catterall and the lack of adequate grass cutting. It was felt that Catterall was being neglected by Wyre Borough Council with some areas being left for 6 weeks between cuts. This plus the cut grass being left on site gave a poor impression of the land.

Resolved: To monitor the situation and review the Wyre Borough Council contract for the Playing Field at tender time.

1780. FESTIVE DECORATIONS

The Parish Council has been approached by Electricity Northwest concerning the Christmas Tree lights. Councillors considered the date for the switch-on, the daily duration time and the switch-off date. Catterall Parish Council has a license with Lancashire County Council for decorations on the highway.

Resolved: That the switch-on date will be Advent Sunday, 28th November, until 6th January, 2011 and 16.00 – 24.00 midnight.

1781. FOOTBALL GAMES ON CATTERALL PLAYING FIELD

Garstang Free Methodist FC is requesting the use of Catterall Playing Field for games through to February, 2011. Councillors considered and granted this request at £20.00 per game.

Resolved: That the Parish Council gives permission for Garstang Free Methodist FC, to play on Catterall Playing Field weather permitting.

1782. BULBS FOR THE MEMORIAL GARDEN

Councillors considered bulbs for the Memorial Garden, a number of suggestions were made but dwarf bulbs were decided on.

Resolved: To plant dwarf bulbs to the value of £30.00

1783. PLANNING APPLICATIONS

The following planning application was granted:

Proposal: Front and rear dormer with pitched roof to existing conservatory

Location: 40, Baylton Drive, Catterall

Planning Report

The planning Committee met to comment on the following applications:

10/00726/FUL

Proposal: Erection of steel framed agricultural building for storage

Location: Higher Silcock Farm, Catterall Lane, Catterall

Resolved: The Parish Council has no objections but advice further advice from the Environment Agency regarding the Catterall flood defence scheme.

10/00764/FUL

Proposal: Two storey side extension

Location: 4, Calder Terrace, Stones Lane, Catterall

Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification.

Resolved: The report was accepted by the members.

The Councillors made comment on the following planning applications:

The Clerk declared a personal and prejudicial interest in the following planning application as the next door neighbour and left the room.

10/00798/FUL

Proposal: Proposed front porch with pitched roof and replacement of existing flat roof of dwelling with a pitched roof and rear dormer – submission of 10/00329/FUL

Location: 59, Hamers Wood Drive, Catterall

Resolved: The Parish Council has no objection to this planning application and requests neighbourhood notification.

10/00800/FUL

Proposal: Conversion of existing garage into living accommodation

Location: 2, Parkers Fold, Catterall

Resolved: The Parish Council has no objection to this planning application and requests neighbourhood notification.

Planning Ambassadors

Wyre Borough Council, through Garry Payne the chief planning officer, is looking to recruit planning ambassadors from each Parish Council in Wyre. This will not change the way Parish Councils are consulted but in developing an ambassador the Parish Council will have a representative able to share their knowledge and training, this will help in determining future planning applications and provide a valuable resource of direct benefit to the community.

Training will take place on 30th November between 9.30 and 1.30 at the Civic Centre, Poulton.

Resolved: Cllr. I. Brayshaw will represent Catterall Parish Council as their planning ambassador and attend the training at Wyre Borough Council

1784. REPORTS FOR INFORMATION

Wyre Borough Councillor’s Report

Cllr. D. Sharples reported that Jim Corry, Wyre Borough Council’s Chief Executive had retired and Donna Hall will be the part time Chief Executive, sharing duties with Chorley Borough Council. The directors are to be slimmed down to three as opposed to the present five plus the deputy executive. This is all part of a restructuring process.

The meeting was suspended to allow the following report:

County Councillor Wilson’s report

County Cllr. V. Wilson reported that Ged Fitzgerald, the chief executive is leaving to take up office on Liverpool City Council in February. Lancashire County Council is looking at redundancies to save money over the next few years.

The meeting was resumed.

Report for Catterall Village Hall

The committee is working with Community Futures for grants to improve the heating, walls, floor and redecoration.

Report from Kirkland and Catterall Memorial Hall

The electrical work is completed and a Hoe-Down is to be held on 20th November.

Wyre Area Lancashire Association of Local Councils

Following the meeting held with Regenda, Kirstine Riding has circulated protocols for Housing associations and Parish Councils working together to provide affordable housing. Six Councillors have been appointed to discuss forming a Wyre protocol with David Thow, Wyre Borough Council. The new Police sergeant was present as was Michael Ryan, Wyre Borough Council.

Report on the update of the Parish Plan

The working party is almost finalised and will consist of:

Joanne Porter, Wyre Borough Council, Parish Council Liaison Officer

Cannon Ron Greenall

Cllr. Gurth Wilson, Catterall Parish Council.

The members were supplied with the original Parish Plan and informed that in order to update this fresh information was needed. It is proposed that a new survey is carried out and this is proposal is placed on next month’s agenda, when a draft of the questionnaire will also be supplied.

Bank Reconciliation

The bank reconciliation to 15th October, 2010 was accepted by the members.

Reserve Account

The Reserve Account has reached maturity. This will be passed to the Finance Committee to decide the future of this account.

Precept and Grant Notification 2011 – 2012

Advance notification that the precept figure must be sent to Wyre Borough Council before 14th January, 2011. The rural parishes grant for Catterall Parish Council will be £3,383.00 this being £1.94 per elector. Councillors wishing to see projects undertaken by the Parish Council for 2011 – 2012 will need to provide costings as to the scheme for consideration.

1785. QUESTIONS TO COUNCILLORS

HGVs using Cock Robin Lane

Comment was made that there seemed to be an increase in the number of HGVs using Cock Robin Lane and the operating license of local firms was questioned.

Food in refuse bins

It was noted that the proposed service where by food could be disposed of in the grey bin has not been introduced. It seems that Wyre Borough Council has dropped the service.

The meeting was suspended to allow the County Cllr. to speak.

Cllr. V. Wilson suggested that the members may like to visit the re-cycling centre at Farrington as guided tours are conducted on site.

The meeting was resumed.

 

There being no further business the Chairman closed the meeting at 8.45
