MINUTES OF THE MEETING

HELD ON TUESDAY 3rd NOVEMBER, 2009 AT 7.30PM

1649. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. D. Harvey and the reason accepted.

1650. DECLARATION OF INTERESTS

Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting.

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee.

Cllr. G. Wilson declared a prejudicial interest as his company would receive payment from an invoice.

1651. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meetings, held on 6th October, 2009, having been circulated were agreed and signed by the Chairman as a true record.

1652. PUBLIC PARTICIPATION

Including a visit from Karen McKend, United Utilities

There have been a number of complaints of noise emanating from Franklaw Water Treatment Plant and Ms McKend attended to discuss the matter. United Utilities had used an independent noise consultant recently; these results have been compared with previous levels and show no conclusive evidence of a rise in levels however, United Utilities, as a good will gesture, sound proofed buildings in June and the levels were lower. There was no indication as to the origin of the noise and the newly installed pumps were working well. The report has been sent to Wyre Borough Council.

According to a resident the planning permission restricted working hours but water is being treated 24 hours a day, with the noise, a high pitched whining, most disturbing during the night. Franklaw takes its water from a number of sources and has recently stepped up the intake from Barnacre reservoir, as others have fallen, but there has been no increase in the amount of water treated. Historical references were made to the bulk storage of chlorine on site and the hazard zone around the plant which was removed with the amount of chlorine stored. It was raised that the Parish Council used to meet with United Utilities on a regular basis and if this practice had continued it is felt the noise problems would have been sorted out.

Ms. McKend is to speak to the operations manager and set up a dialogue to include the EHO, who may be able to offer guidance to lessen the noise. United Utilities is in touch with Wyre Borough Council through James Kershaw and has spoken with him today.

INCLUDING POLICE MATTERS

PC Simon Jones and PCSO Geoff Mole stated that no crimes had been reported last month there had been 2 crimes for the same period last year. There were four incidents of anti-social behaviour all involving egg throwing against 6 for the same period last year. The Councillors asked for practical support for the Youth Initiative when the Police were available to link in with their activities.

Fence damage on Meadowcroft Avenue

The resident will be invited to meet the Parish Council and the Police to address this problem.

Including a visit from John Bettle, Street Scene Officer for Wyre Borough Council

As the new street scene officer Mr. Bettle wished to meet the Parish Councils and inform them of the work Wyre Borough Council do in the area. Street Scene is responsible for cleansing, litter, dog fouling, fly tipping, abandoned vehicles and graffiti and also to ensure residents receive a satisfactory service from Wyre Borough Council. He has recently been involved in replacing street furniture and assessing the necessity for more litter bins.

It was raised that the Village Appraisal highlighted litter and dog fouling as a problem to residents in Catterall. Whilst the Parish Lengthsman clears the litter he can’t always catch those dog owners flaunting the law and there are not enough dog bins. Wyre Borough Council also offer an assisted refuse bin service for those unable to bring their bins to the footway.

1653. CASUAL VACANCY IN THE OFFICE OF PARISH COUNCILLOR

Cllr. N. Harrison has submitted his resignation of the Parish Council due to pressure of work, but is willing to carry on with the Young Persons Initiative. Councillors are asked to make residents aware that there is a seat on the Parish Council.

Resolved: To inform Wyre Borough Council of Cllr. Harrison’s resignation.

1654. PARISH PLAN

The Parish Plan is now four years old and is in need of reviewing by looking at the objectives set at the time and perhaps looking to make further. Village Appraisals were carried out in 2005 and 2007 and these gave indications into how the plan was performing. A further survey would show how residents now think about crime, litter etc. Councillors considered the review and that the original group should reconvene, plus additional members, to carry out this work. Cllr. G. Wilson and Cllr. Mrs. D. Croston will represent the Parish Council.

Resolved: To reconvene the Parish Plan Group and invite additional members through an appeal in the next newsletter.

Resolved: To review the Parish Plan by carrying out a Village Appraisal.

1655. GROUNDS MAINTENANCE CONTRACT

Wyre Borough Council has confirmed the revised cost for Catterall Playing Field, which is lower than the initial assessment. Councillors considered this quote and decided to provisionally accept Wyre Borough Council; however, the price may be more favourable if the four Councils work in partnership. Catterall is working with Kirkland Memorial Hall Trustees, Garstang Town Council and Forton Parish Council.

Resolved: To ask Wyre Borough Council to quote for the partnership grass cutting.

1656. REVISED STATEMENT OF COMMUNITY INVOLVEMENT

Resolved: The Councillors accepted the statement concerning planning procedures. But one was alarmed at the lack of referral to Parish Councils

Wyre Borough Council is trying to pull together available information on SpIDs. Councillors confirmed their information on SpIDs against the following:

Catterall Parish Council has sourced their own sign, with usage of Wyre Borough Council sign. The brackets are owned by the Parish Council and are all installed at the following assessed and approved sites:

Resolved: The Parish Council has no objections in principle to this planning amendment. Concerned at the traffic accessing the site onto Catterall Gates Lane and request traffic calming measures on the roads within the estate.

Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification.

Resolved: The Parish Council has no objections in principle to the outline permission to this planning application and requests neighbourhood notification.

Location: Riverside Industrial Park, Catterall Gates Lane, Catterall

Resolved: The Parish Council has no objections to this planning application with a number of concerns. The public footpath should offer protection to pedestrians, the former Knackers Yard land is contaminated and this matter must be addressed prior to building.

The Parish Council support the conditions set out in the original planning permission 09/00114/FULMAJ.

1659. REPORTS FOR INFORMATION

Report of the County Councillor

Cllr. V. Wilson reported on all departments within the County Council are to look for savings of 10% for next year, but not to cut front line services.

The meeting was resumed.

Report of the representative on Kirkland and Catterall Memorial Hall

The AGM took place recently and the finances are healthy. Funding is being sought to replace the boiler and safety of the electrics. Talks continue about the river bank with the Environment Agency and the landowner.

Report of the representative on the Wyre Area Lancashire Association of Local Councils

Councillors were disappointed that Jo Turton was directed by the Cabinet to attend a meeting in Poulton rather than the long standing arrangement with the Wyre Area meeting. The Officers were elected during the AGM and there were concerns over the future of CAB. WBC has produced a Statement of Community Engagement which is out for consultation, LCC is offering 5K grants in their Give it a Go Project and rolling out ‘Public Realm’ dealing with street scene activities The collection and treatment of refuse will be changing, probably from February, food waste will be placed in the green bins and cardboard will be included with paper. The green boxes will not be sorted at the roadside but at the depot. The car parking charges are to increase by 10p and the ‘R’ bays have been removed, those residents with parking permits can park anywhere when displaying their permit. The permits cost £25 for the initial one and £10 for a renewal. There is new guidance on Parish Council dispensations and the Monitoring Officer is willing of hold Code of Conduct Training for Councillors. The Road Safety Committee saw a significant improvement in reporting. The new LL constitution will allow for Agenda input from Parish Councils.

Report on the Youth Initiative

The meeting with Francis Walton and the manager of the youth group in Garstang was very productive. The Catterall and Kirkland Youth Initiative should have the youth worker in place by 1st December with the first meeting in January. Funding of £3,000 has been found through grants with the Parish Council adding £600. An overview committee will be set up with 2 representatives from Catterall Parish Council, one representative from Kirkland Parish Council and 3 volunteers. Meetings will be held at Catterall Village Hall as the group are aware that the main demand will be from Catterall and there is a safety issue when crossing the A6.

Report of meeting on Stone Cross Garden

Cllr I. Brayshaw, Cllr. G. Wilson and the Clerk met with Jim Hodson on site to discuss WBC proposals to grass the open space. A compromise was reached with the initial path from the road maintained but the hard standing containing the redundant wet pour surface removed. The path will end shorter but will allow for a small turning circle. The plans presented on the night by Wyre Borough Council were not quite as discussed as the turning circle has been omitted, this will be taken up with Wyre Borough Council to clarify.

Report of the Finance Committee

Information included. Councillors are asked to accept the committee report.

Resolved: The report included the following resolutions:

That the second quarter accounts are corrected to compensate for the 2 pence bank error, to purchase the compute, to add the CCTV at the Pickering s to the insurance cover, the Asset Register was reviewed and the insurance cover was increased to cover the Council’s assets, the Fidelity Guarantee was reviewed and has been increased to £100,000, which will show in the next audit, the risk assessment was accepted and to accept the external auditors report.

There being no further business the Chairman closed the meeting at 9.20 pm.
