CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING

HELD ON MONDAY 10th MAY, 2010

FOLLOWING THE ANNUAL PARISH MEETING

AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL

1703. ELECTION OF CHAIRMAN

Resolved: Cllr. D. Sharples was elected as Chairman of Catterall Parish Council for one year

Under the Local Government Act 1972 (83(4)) the Chairman signed the Declaration of Office.

1704. ELECTION OF VICE-CHAIRMAN

Resolved; Cllr. D. Croston was elected as Vice-Chairman of Catterall Parish Council for one year.

1705. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. D. Harvey and the reason accepted.

1706. DECLARATION OF INTERESTS

Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting.

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee.

1707. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meetings, held on 6th April, 2010, having been circulated were agreed and signed by the Chairman as a true record.

1708. PUBLIC PARTICIPATION

There were no matters raised.

The meeting was resumed.

1709. MULTI USE GAMES AREA

Mike Otter, The Parish Champion, has offered £500.00 towards the refurbishment of the Astro turf, but before this can be confirmed he needs to know where the remainder of the costs will be found. Councillors suggested other sources of funding they know.

Resolved: To appeal to Garstang and District Lions.

The following planning applications have been granted:

Proposal: Extension to existing garage

Location: 27, Hamers Wood Drive, Catterall

Planning Enforcement

10/00092/NOCOMP

Nature of Complaint: Non compliance with condition re: application number 08/00480/FUL

Location: Rylstone House, Catterall Lane, Catterall

Councillors commented on the following planning applications:

10/00329/FUL

Proposal: Proposed front porch with pitched roof and replacement of existing flat roof of dwelling with a pitched roof.

Location: 59, Hamers Wood Drive, Catterall

Resolved: That the Parish Council has no objections to this planning application and requests neighbourhood notification.

1711. REPORTS FOR INFORMATION

The meeting was adjourned to allow the County Councillor to speak

Lancashire County Councillor Wilson

County Councillor Wilson reported that Lancashire County Council has purchased more salt than last year for Winter Maintenance and at the same price. The highways department are looking at a machine for repairing potholes.

The meeting was resumed.

Report on Young Peoples Meeting

Cllr. A. McCabe has met with Lancashire Association of Local Councils and Mark Perks from Help Direct, who are pushing for information getting to young people, including young mums and those with problems.

It was resolved that the following accounts were approved for payment;

Bank Reconciliation

Councillors accepted the bank reconciliations to 31st March and 15th April, 2010.

Audit 2009 – 2010

Councillors are asked to consider the following in line with the audit submission:

Accounting Statement,

Annual Governance Statement,

Accounts to 31st March, 2010

Resolved: The Accounting Statement, Annual Governance Statement and Accounts to 31st March, 2010 were accepted by the Councillors and signed by the Chairman and the Responsible Financial Officer.

Donations

Bowland Pennine Mountain Rescue Team is requesting a donation to equip their team members and in return you can take part in a mini mountain rescue exercise.

Resolved: To donate £25.00 towards their work.

Finance Committee Report

The councillors accepted the report signing off the final quarter’s accounts, Parish Lengthsman wages and Grounds Maintenance Contract to be presented to Kirkland Parish Council.

 

 

There being no further business the Chairman closed the meeting at 8.55pm.
