CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING HELD ON

MONDAY 14th MAY, 2007 AT 7.30PM

AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL

In the absence of the Chairman and the Vice Chairman, Cllr. D. Sharples was elected as Chairman for this meeting. The Chairman was concerned at the lack of attendance and proposed that some items on the agenda could not be given full consideration.

1237. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. G. Wilson, Cllr. D. Harvey and Cllr. H. Kenyon, D. Thompson N. Thompson all on holiday and Cllr. N. Harrison, work commitments and the reasons accepted.

1238. DECLARATION OF INTERESTS

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee.

1239. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meeting, held on 2nd April, 2007, having been circulated were agreed and signed by the Chairman as a true record.

1240. PUBLIC PARTICIPATION

There were no members of the public present.

1241. POLICE MATTERS

PCSO Richard Dent attended giving P C Jones and PCSO Holmes apologies he had given a report to the PACT meeting held prior to the Parish Council meeting which reported on 5 crimes between 14th April and 14th May in Catterall. There has been criminal damage to a vehicle on the drive of a house on Chapel Gardens, a fuel dowser stolen from the Taylor Woodrow site, theft of copper cable on Franklaw Treatment Plant, criminal damage to a vehicle in Cock Robin Lane and criminal damage to a dwelling on Garstang Road, where a concrete gate post had been pushed over.

Residents at the rear of the bus shelter on Garstang Road are concerned about the number of youths gathering until early morning. They have experienced trespassing into the garden and banging on their windows. It was also raised that youths are gathering down Stones Lane and have built a ‘hideout’ in one of the fields and in the rear garden of the Post Office.

1242. DATES OF PARISH COUNCIL MEETINGS FOR 2007 – 2008

Resolved; The Councillors accepted the dates of meetings for the coming year;

The Parish Council will meet on the first Monday of each month, unless specified, until May 2008 in Catterall Village Hall, Garstang Road, Catterall at 7.30pm.

4th June, 2nd July, 6th August, 3rd September,

1st October, 5th November, 3rd December, 7th January, 2008

4th February, 3rd March, 7th April and 12th May, due to the bank holiday

1243. SMILEY SID LOCATIONS

The Parish Council wrote to Barnacre Parish Council about using our smiley SID just over Calder Bridge, on Garstang Road. Barnacre Parish Council supports the use of SID, but not at the mentioned location and suggested one of their own, although they were prepared to pay up to £40.00 for the brackets.

It should be noted that Wyre Borough Councillor Gordon McCann has purchased, through Wyre Borough Council funding, seven Smiley SIDs to be used in rural Wyre. There is a proposal to allocate each SID with three neighbouring parishes for their usage. Parish Council must identify their locations and seek approval from the Police and Lancashire County Council and ensure they have personnel in place to move the signs.

Resolved; To reply to Barnacre Parish Council withdrawing the use of the Partnership’s SID in favour of them applying to use Wyre Borough Council’s.

Through money made available by Wyre Borough Council Cllr. Gordon McCann has purchased seven Smiley SID's for the rural Parishes. Each SID will be the responsibility of three Parish Councils assigned to use the sign.

Resolved; Reply to Cllr. McCann that Catterall Parish Council wishes to be included in this scheme.

1244. THE LANCASHIRE COUNTY COUNCIL

PUBLIC FOOTPATH NUMBER 4 (PART), CATTERALL, WYRE BOROUGH

PUBLIC PATH DIVERSION ORDER 2007

Councillors considered the diversion of above footpath through Ripon Hall Farm. Details having been displayed on the notice board.

Resolved; That Catterall Parish Council agree to the diversion.

1245. MEMORIAL GARDEN

Report from Cllr. Harvey giving a proposal for improvements to the planting at the Memorial Garden.

Resolved; The report was accepted. The Yew hedge will be trimmed and shaped, the cordylines to be replaced with holly and summer planting of single red geraniums.

1246. ADOPTING THE NEW CODE OF CONDUCT

The new Code of Conduct came into force on 3rd May and should be adopted as soon as possible by the Parish Council however there is significant change to clause 12(2) which was discussed.

Resolved; That Catterall Parish Council adopts the new Code of Conduct for Parish and Town Councils including clause 12(2) and notes that the Parish Council’s standing orders do allow for public participation.

Resolved; To inform Wyre Borough Council Monitoring Officer and advertise in the Courier.

1248. ADMINISTRATION EQUIPMENT

The Parish Council’s computer is starting to go slow and the Clerk has been informed that more memory is needed to keep up with the volume of work.

Resolved; To accept in principle the upgrading of the memory of the Parish Council’s computer but not to exceed £40.00.

1249. MULTI USE GAMES AREA OFFICIAL OPENING CEREMONY

Garstang Juniors Football Team is willing to run a five a-side game and is looking at Sunday 10th June. The Clerk raised a local radio station which could be approached about a guest appearance.

Resolved; Confirm with the football Team and approach Adam Catterall from Rock FM to open the Multi Use Games Area.

1250. GRASS CUTTING CONTRACT WITH LANCASHIRE COUNTY COUNCIL

Councillors considered undertaking the amenity grass cutting in the Village for Lancashire County Council for 2007.

Resolved; To continue with the amenity grass cutting contract for Lancashire County Council.

The Parish Council supports the buildings, but is more concerned as to their usage.

Should the storage of chlorine exceed 10 tons the Parish Council asks the HSE is consulted? To exceed this amount would have an impact on planning and the safety of residents.

The Parish Council also reminds the applicant that the conditioned screening from the previous planning permission has never been carried out and would wish to see adequate mature screening prior to construction commencing.

Cllr. D. Sharples reported on the local elections in Wyre Borough Council. Wyre Strategic Partnership is organising Rural Area Forums to be held on Tuesday 22nd May at SS Mary and Michaels Community Centre.
