CATTERALL PARISH COUNCIL MINUTES OF THE MEETING HELD ON TUESDAY 3rd MARCH, 2009 AT 7.30PM AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL Present: Councillors; G. Wilson, Chairman, D. Thompson, Vice-Chairman D. Croston, N. Harrison, D. Harvey, J. Houghton, H. Kenyon, D. Sharples, Gillian Benson, Clerk to the Parish Council One member of the public 1542. APOLOGIES FOR ABSENCE Apologies were received from Cllr. I. Brayshaw and Cllr. E. Thomas and the reasons accepted. 1543. DECLARATION OF INTERESTS Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting. Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee. Cllr. G. Wilson declared a personal interest as a neighbour in planning application 09/00076/FUL. 1544. MINUTES OF THE LAST MEETING Resolved; That the minutes of the last meetings, held on 3rd February, 2009, having been circulated were agreed and signed by the Chairman as a true record. 1545. PUBLIC PARTICIPATION The meeting was adjourned. No matters were raised. INCLUDING POLICE MATTERS The Chairman reported on the PACT meeting held before the Parish Council meeting. PCSO Craig Jones had reported on four crimes in the past month, three of which were the same offence of damage to vehicles at the A6 end of Cock Robin Lane and one of theft from an unsecured vehicle in Catterall Gates Lane. Last year’s figures show four crimes for the same period, but these were separate crimes. PCSO Jones reported an increase in the number of reported incidents from 25 to 33 this year and was pleased that residents are contacting the Police. The number of anti social incidents has fallen in the same period. He added that during his patrol in Catterall he is talking to the growing number of youths congregating in various parts of the Village, who are often reported for being noisy and drinking. He warned of a rise in the number of burglaries in the Wyre area, although not in Catterall and asked that the Police are informed of cold callers as some incidents are occurring afterwards. The meeting was resumed 1546. PRESS REPRESENTATION Members were concerned at the recent quotes in the press. Those requiring a Parish Council quote should approach the Parish Clerk, being the proper officer. A written statement will then be issued following consultation with members. Resolved: That the Clerk will issue press statements, when requested, following member consultation. 1547. PLANNING APPLICATIONS 09/00076/FUL Proposal: First storey extension to existing garage Location: 24, Stone Cross Gardens, Catterall Resolved: That the Parish Council has no objections to this application and requests neighbourhood notification. 09/00103/FUL Proposal: Alterations to previously approved application 098/00863 to include chimney to side elevation of 2 storey side extension Location: 25, Meadowcroft Avenue, Catterall Resolved: That the Parish Council has no objections to this application and requests neighbourhood notification. 09/00114/FULMAJ Proposal: Proposed new building for office/general industrial/storage or distribution Location: Collinsons Ltd, Riverside Industrial Park, Tan Yard Road, Catterall Resolved: Deferred to Planning Committee as further information is required. 1548. REPORTS FOR INFORMATION Wyre Borough Councillor Wyre Borough Councillor D. Sharples reported that Wyre Borough Council was looking to set their Council tax proportion with a 4.6% increase, that being £175.77 on a Band D property. Catterall Parish Council’s precept will be £35.34 on a Band D property. County Councillor County Councillor Val Wilson reported that Lancashire County Council have set their Council Tax proportion with a 2.9% increase, that being £1,108.30, on a Band D property. And that Glenn Robinson has got an assistant called Ken Fitzakerly. Representative on Kirkland and Catterall Memorial Hall The committee has been successful in the receipt of a grant to cover about 80% of the costs of replacing the roof on the old hall. Youth Initiative Cllr. N. Harrison presented the members with a report of the initial meeting held on 25th February. It was noted that in order to start the initiative it may require the Parish Councils in question to fund the youth worker, but this will be fully discussed should it arise. It was suggested to extend the invitations to the next meeting. Report on the Lancashire Locals Held on 11th February, funding has been dedicated to the footpath of the A6 from Watsons Garage to Kepple Lane. Also that the Footway on Garstang Road, Pilling has been prioritised to 2 and 3 on the pedestrian programme 2009/2010 Partnership Meeting Pilling Parish Council who should be holding the next meeting this month have postponed the meeting until September. As it was felt there are no items of joint consideration to necessitate a meeting and this Parish Council agreed at the present. Report of the Green Spaces Committee The report of 24th February was accepted by the members and noted that tenders had been supplied to local firms to undertake the maintenance contract on Catterall Playing Field commencing April, 2010. 1549.
