CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING

HELD ON TUESDAY 1st JUNE, 2010 AT 7.30PM

AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL

1713. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. D. Sharples and Cllr. G. Wilson and the reasons accepted.

1714. DECLARATION OF INTERESTS

Councillors were asked to disclose personal or prejudicial interests in matters to be discussed at this meeting.

1715. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meetings, held on 10th May, 2010, having been circulated were agreed and signed by the Chairman as a true record.

1716. PUBLIC PARTICIPATION

The meeting was adjourned to allow residents to speak.

Including a PACT report

P. C. Dave Shaw and PCSO Geoff Mole reported on crimes since their last meeting two months ago. There were 7 crimes in Catterall and all have been detected. These included two stop and search of persons who were carrying drugs and who have been cautioned, three domestic assaults, criminal damage to a football and criminal damage to a house. Last year there were 14 over the same period.

Anti-social behaviour reports totalled 3 for the past two months and included an abandoned vehicle on Keepers Way, youths drinking in the street on Catterall Gates Lane and it was reported that youths on Baylton Drive were ready for a fight, but they left before the Police attended. Last year there had been 6 reports.

Including visit by Help Direct

Mathew Wilkinson and Mike Brunto-Day presented the work of Help Direct; it is a free local service which provides advice to everyone over 18. There has been a change in the delivery of adult community services and in response Lancashire County Council has set up Help Direct. The service will be delivered in Fylde and Wyre by Compass with rural link workers taking it to local community organisations such as Parish Councils. Help and support in the community will be provided free by local volunteers and Gateway Guides can offer up to eight sessions of support.

The meeting was resumed.

1717. DATES OF FUTURE MEETINGS

Councillors resolved that Catterall Parish Council will meet on the following dates in Catterall Village Hall, Garstang Road, Catterall, at 7.30pm, unless an agreed change is made:

1st June, 2010,            6th July, 2010

3rd August, 2010,         7th September, 2010,             5th October, 2010,

2nd November, 2010,             7th December,

4th January, 2011,                8th February, 2011,         8th March, 2011,

5th April, 2011,                     3rd May, 2011.

The PACT meeting will take place prior to these meetings.

Resolved: The Councillors accepted the dates.

1718. RAISING THE KERBS AT BUS STOPS

Considered the raising of the kerbs at bus stops in Catterall to allow for better access to public transport, there are an increasing number of elderly residents using the buses as a result of the NOW card and it would ease their access. The Clerk has contacted Lancashire County Council to ask if this improvement is to be rolled out in rural areas, but has received no reply to date. It was suggested that drop nose buses could be used on the route as this would provide better access.

Resolved: To contact Lancashire County Council again about raising the kerbs at bus stops.

1719. ANNUAL PARISH MEETING

Councillors discussed the content of the Standing Orders for the Annual Parish Meeting and revised them.

Resolved: The revised Standing Orders were accepted by the members.

1720. CODE OF CONDUCT TRAINING

Jan Finch will be holding a Code of Conduct Training session at Catterall Village Hall on Thursday 1st July at 7.30pm.

Resolved: All Councillors will be attending the Code of Conduct Training.

1721. PLANNING APPLICATIONS

The following planning applications have been granted:

09/01001/NONMAT

Proposal: Single storey side and rear extension

Location: The Old Print Works, Stones Lane, Catterall

Amendments have been granted.

1722. REPORTS FOR INFORMATION

Report of the representative on Catterall Village Hall

The Chairman reported that Catterall Village Hall Committee now include nine new members and a new Chairman. They are looking into grants for improving the heating in the Hall and better insulation with the walls and floors.

Report on the meeting of the Playing Field Working group

The report of the meeting was accepted by the members. The notices concerning the age limit on the Field and Multi Use Games Area have been erected.

Society of Local Council Clerks meeting held on 15th May, Clerk attended

The report was accepted by the members.

Community Engagement Conference held on 22nd May, Clerk attended

The information booklet was distributed to members.

AIP Study on Garstang Road, Catterall

Lancashire County Council is planning improvements on Garstang Road and is asking for comments on their proposals. They are proposing an additional chevron at the junction with Catterall Gates Lane for the benefit of Southbound traffic and ‘bend’ warning signs. The Councillors agreed with the improvements proposed.

Bank Reconciliation

The Councillors accepted the bank reconciliation to 15th May, 2010.

There being no further business the Chairman closed the meeting at 8.45pm.
