CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING

HELD ON TUESDAY 2nd JUNE, 2009 AT 7.30PM

AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL

1578. APOLOGIES FOR ABSENCE

County Cllr. Wilson sent apologies for the meeting.

1579. DECLARATION OF INTERESTS

Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting.

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee.

1580. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meetings, held on 5th May, 2009, having been circulated were agreed and signed by the Chairman as a true record.

1581. PUBLIC PARTICIPATION

There was no public present at this meeting.

INCLUDING POLICE MATTERS

The Chairman reported on the PACT meeting held prior to the Parish Council meeting and attended by P C Simon Jones, PCSO Craig Jones and PCSO Geoff Mole. There had been three crimes in the past month compared with seven fort he same period last year. An arrest had been made over drug possession, an attempt to steal from a vehicle and offenders are about to be arrested from a shop lifting incident. There were two anti-social behaviour incidents involving neighbours for this month as compared to seven last year.

1582. VACANCY IN THE OFFICE OF PARISH COUNCILLOR

The date has now passed for a request for an election. Councillors are to co-opt a member as soon as possible.

Resolved: Mrs Patricia Bugeja was co-opted to the Parish Council.

Resolved: To inform Wyre Borough Council of the new Councillor.

1583. MEMORIAL GARDEN

The use of ‘Algon’ to clean the Memorial Garden stonewall and setts was discussed. The memorial stone has been treated with a silicone membrane.

Resolved: That permission is granted to use ‘Algon’ on the walls and setts of the Memorial Garden.

1584. PARISH NEWSLETTER

The draft newsletter was to be added to before printing. Councillors elected an editor for the production of the Parish Newsletter, other Councillors volunteered to gather further articles.

Resolved: That Cllr D. Croston was elected as editor of the Parish Newsletter.

1585. PLANNING APPLICATIONS

The following planning applications were granted:

09/00114/FULMAJ

Proposal: Proposed new building for office/general industrial/storage or distribution

Location: Collinsons Ltd. Riverside Industrial Park, Tan Yard Road, Catterall

09/00229/FUL

Proposal: Erection of detached double garage

Location: 4, Roe Barns, Catterall Lane, Catterall

Planning Applications

Councillors commented on the following planning applications:

09/00336/FUL

Proposal: Ground and first floor extension to rear of property

Location: The Firs 17 Cock Robin Lane Catterall Preston

Resolved: That the Parish Council has no objections to this planning application and requests neighbourhood notification. Also to question that the plan satisfies the spacing regulations.

09/00346/FULMAJ

Proposal: Erection of a residential nursing home (Use Class C2) incorporating 40 bedrooms with associated parking and landscaping

Location: Land Off Catterall Gates Lane Catterall Preston PR3 1YH

Resolved: To recommend granting a further two year temporary permission until the business is established.

09/00363/FULMAJ

Proposal: Variation of condition 4 on application 08/00676/FULMAJ to alter noise limit levels

Location: Dewlay The Traditional Cheesemakers, Garstang By-Pass Road, Kirkland

Resolved: The original planning application was granted on appeal working on the noise levels stated, therefore any variation should be referred back to the planning inspector for decision. The Councillors are unable to ascertain what difference any variation could make, but could not, for the sake of the residents, support any increase.

09/00402/FUL

Proposal: Single storey rear extension

Location: Lunesdale, 19, Cock Robin Lane, Catterall

Resolved: That the Parish Council has no objections to this planning application and requests neighbourhood notification.

1586. REPORTS FOR INFORMATION

Report of the Wyre Area Lancashire Association of Local Councils

The Chairman reported on the recent parish meeting with Jo Turton, head of the Environment Directorate, Lancashire County Council. She alluded to the culture set in County and said she is working to change this culture, but it will take some time.

Report on the Youth Initiative

Cllr. N. Harrison reported that he will be meeting Frances Wilson of YPS soon to set up a service agreement and register the youth initiative. Mrs. Price, head teacher of Kirkland and Catterall St. Helen's Primary School is working towards partnerships with young people. Unfortunately the Chairman of Kirkland Parish Council has resigned which may affect the membership. There is also a Police initiative for a youth worker. The initial date for starting has had to be moved and is unknown at this time.

Report of Lancashire Locals

Cllr. G. Wilson reported that Garstang Scouts had received a substantial grant under the Gateway Grant Scheme.

Report of the Finance Committee Meeting held on 1st June, 2009.

Resolved: That the year end accounts for 2008 – 2009 were accepted, the Parish Lengthsman wages are increased, quotes are sought for the new computer, the insurance is changed to Came and Co for the coming year and a reserve account is opened with National Savings.

Resolved: Councillors accepted the End of Year Accounts, previously distributed, presented by the Finance Committee.

Hire of Catterall Playing Field

The field has been too wet over the past week for the football teams to play. Cllr. Houghton arranged for the field to be surveyed for drainage of the Whitewell Close access. It was reported that the land lies below the level of the river and can not be drained into any of the drainage pipes that feed into the river. An informal site meeting is to be arranged for members.

Bank Reconciliation for 15th May, 2009.

The statement was accepted by the members.

There being no further business the Chairman closed the meeting at 8.45pm.
