CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING HELD ON

TUESDAY 2nd JUNE, 2008 AT 7.30PM

1425. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. D. Harvey and the reason accepted.

1426. DECLARATION OF INTERESTS

Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting.

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee.

1427. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meetings, held on 6th May, 2008, having been circulated were agreed and signed by the Chairman as a true record.

1428. PUBLIC PARTICIPATION

The meeting was adjourned to allow the public to speak.

Those members of the public present did not raise any matters.

INCLUDING POLICE MATTERS

The Chairman reported on the PACT meeting held prior to this meeting. Attended by PSCO Mole he reported that Catterall had been quiet over the past month. There had been one theft from Collinson’s, an assault on Catterall Gate Lane and someone exposing themselves to which enquiries were on-going. Further crimes included damage to the payphone box at Shelly Row, vehicle interference at Collinson’s and theft of a coat.

Anti-social incidents saw rowdy and inconsiderate behaviour from an aggressive lodger, a party on Keepers Wood Way and a customer at the Post Office. There had been an anonymous report of persons smashing glass in the Youth Shelter, but investigation proved this was not so.

1429. RAILINGS ON THE MEMORIAL GARDEN

Resolved: The matter will be deferred pending installation of the CCTV.

1430. PARISH OFFICE LEASE

Resolved: Deferred to the next meeting to allow Councillors to read the reviewed lease.

1431. BANK OF THE RIVER CALDER

Information from the Environment Agency states that they do not own any river banks and they only carry out maintenance work as and when necessary. Councillors considered further action with the signs.

Resolved: To confirm ownership of the river bank.

Resolved: For the Parish Council to carry out a risk assessment in house.

1432. MEMORIAL GARDEN FLORAL DISPLAY

Councillors considered the planting of roses in the walled tubs. It should take eight plants at a cost locally of £20.00.

Resolved: To purchase roses to plant at the Memorial Garden.

1433. HIRE OF CATTERALL PLAYING FIELD

Garstang Free Methodist Church is looking to run a summer soccer school at the Village Hall, Catterall, to run from 13th August to 16th August, Wednesday to Saturday. They are asking for the use of the football pitch and the Multi Use Games Area and permission to run a BBQ on the Saturday, having taken all the necessary risk assessments. Hire of the Village Hall is to be sought, but as this will not be large enough a tent is to be erected daily and a caravan will be used as a further classroom. Councillors considered that the use of the Multi Use Games Area for four days was not acceptable when the rest of the Playing Field is also in use, more so as this will be in the summer school holidays.

Resolved: The Parish Council supports the summer school in principle as they are offering recreation to children, but that the hire does not include the Multi Use Games Area. Fees are to be arranged and the Church will need to provide their own insurance and confirm that all adults have been CRB checked.

1434. MATTERS RAISED BY RESIDENT

A resident’s letter raising issues in Catterall was discussed by the members. Concern has been expressed at the lack of the promised bollards on Catterall Gates Lane bridleway, vehicles exiting Summerdowns as though it is part of Catterall Gates Lane and the school bus. The Councillors supported the concerns over the traffic matters and would write to Lancashire County Council. But the school bus is hindered by the parked cars and taking the children and parents to the Village Hall car park would be of greater hazard.

Resolved: To remind Lancashire County Council of the bollards instillation and request a review of the traffic calming measures on Catterall Gates Lane, Lodge Park and Summerdowns estate.

1435. DEFINING CATTERALL PLAYING FIELD

Councillors considered reinstating the fence between the potato field and Catterall Playing Field.

Resolved: The Green Spaces Committee to review the posts and report back to the next meeting

1436. REPLACING A TREE ON CATTERALL PLAYING FIELD

Councillors considered replacing the tree on the roadside verge, which died a few years ago. The tree was planted in honour of a Gala Queen and forms part of the tree line along Garstang Road.

Resolved: To source a Horse Chestnut tree for planting.

1438. PLANNING APPLICATIONS

The following planning applications have been granted:

The matter has been investigated and although there is a minor breach of planning it has been determined that it would not be expedient to enforce against it at present.

This matter is to be investigated.

Proposal: Change of use and extension of existing agricultural building to use class 8 and demolition of two existing agricultural buildings

Location: Woodside Farm, Catterall Lane, Catterall

The Councillors made special note of further information from the agent as to the type of machinery to be stored and use of matching stone rather than concrete in the barns.

Resolved: The Parish Council objects to this application until the appropriate upgrading to Catterall Lane. There is also concern at the size and frequency of the vehicles to be used in delivering these goods to site. Neighbourhood notification requested.

08/00496/FUL

Proposal: Demolish existing dwelling and replace with two detached dwellings

Location: 26, Cock Robin Lane, Catterall

Resolved: The Parish Council objects to this application. The redesign is in front of the acceptable building line on Cock Robin Lane. It is over-intensive for the size of the site. Two houses would spoil the residential amenity of the neighbours. Should the Planning Committee decide to allow this proposal the Councillors ask parking and the conversion of garages into living rooms are considered.

1438. REPORTS FOR INFORMATION

The meeting was adjourned to allow a report from the County Councillor

County Cllr. V. Wilson reported that the planning application for a waste recycling centre at Ripon Hall, Catterall Lane has been refused.

Report of the representative on the Wyre Area Lancashire Association of Local Councils

Cllr. D. Sharples reported that the date of comments on the Wyre Parish Charter has now passed and a representative from Fylde will be attending the next meeting looking at ways of working together.

Lancashire County Council Cabinet Question Time at the Golf Club, held on 20th May.

Cllr. J. Houghton reported that Broughton By-pass was discussed; Preston City Council is not in favour. It was raised that there has been a down turn in the provision of social services.

Donation appeal

Bowland Pennine Mountain Rescue Team is asking for a donation towards equipment to carry out their work.

Resolved: To donate £50.00 to Bowland Mountain Rescue Team

Finance Committee Report

Resolved: The report was accepted.

This included the year end accounts, risk assessment for the coming year, setting up a reserve account with 50% of the final balance, Parish Lengthsman wage increase and CCTV. The Councillors were concerned that Wyre Community Safety Partnership had postponed a decision on grants towards the CCTV scheme from last November only to be informed of failure. Lack of funds was given as a reason, but this delay has caused a delay in the instillation of the CCTV.

Resolved: The following were accepted by the Parish Council.

Councillors considered the end of year accounts and accepted the balance.

Resolved: The Chairman and Responsible Financial Officer signed the end of year accounts.

1440. QUESTIONS FOR OTHER COUNCILLORS

Youth Projects

Cllr. N. Harrison reported on an evolving project aimed at involving young people in volunteer work. It is not about providing services for young people but for them to source their opportunities. He is working with EBP, the Education Business Partnership, who broker voluntary services through co-operating with other groups and agencies to engage youth. These volunteer jobs provide accreditation by offering an evidential qualification which will appear on their CV. The Councillors felt that the Youth Council should be reviewed to include young people and members of the community.

Catterall Gala

The Parish Council offered their thanks to the Catterall Gala committee for a most successful day on Saturday. The Chairman of the Gala was present and he wished to thank the Parish Lengthsman for his assistance through the three days of the event.
