CATTERALL PARISH COUNCIL MINUTES OF THE MEETING HELD ON MONDAY 4th JUNE, 2007 AT 7.30PM AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL Present: Councillors; G. Wilson, Chairman, D. Thompson, Vice-Chairman, J. Houghton, H. Kenyon, D. Sharples, E. Thomas, N. Thompson Gillian Benson, Clerk to the Parish Council Five members of the public 1253. ELECTION OF CHAIRMAN Resolved: Cllr. G. Wilson was elected as Chairman of Catterall Parish Council for one year Under the Local Government Act 1972 (83(4)) the Chairman signed the Declaration of Office. 1254. ELECTION OF VICE-CHAIRMAN Resolved; Cllr. D. Thompson was elected as Vice-Chairman of Catterall Parish Council for one year. 1255. APOLOGIES FOR ABSENCE Apologies were received from Cllr. I. Brayshaw and Cllr. N. Harrison, working and Cllr. D. Harvey on holiday, the reasons were accepted. Also County Cllr. V. Wilson. 1256. DECLARATION OF INTERESTS Resolved; As Catterall Parish Council adopted the new Code of Conduct for Parish and Town Councils Councillors signed a new Acceptance of Office and the new Register of Interest form. Councillors disclosed any personal or prejudicial interest in any matter to be discussed at this meeting. Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee. Cllr. G. Wilson declared a prejudicial interest in item 1261. 1257. MINUTES OF THE LAST MEETING Resolved; That the minutes of the last meeting, held on 14th May, 2007, having been circulated were agreed and signed by the Chairman as a true record. The meeting was adjourned to allow the public present to speak. 1258. PUBLIC PARTICIPATION Calder Drive Members of the public raised the parking problems on Calder Drive. The houses were part of Wyre Borough Council’s housing stock and transferred over to Wyre Housing Association, although many have been bought privately. There are 30 homes with 11 parking spaces. None of the houses have garages or drives able to accommodate vehicles; parking is provided in a communal area with additional on street parking. Residents, due to the increase in vehicular usage, are parking on the broad grass verges and play areas and often block in other residents. Ideally to reassess part of the grassed area for parking would solve many problems but after years of trying residents have been passed between Wyre Borough Council, Wyre Housing Association and Lancashire County Council trying to find the authority with responsibility over this area. Residential Development in Catterall A resident was concerned at the recent planning permission granted for a further 64 houses in Catterall and could not see the need for these additional houses. He was concerned at additional pressure being placed on the facilities such as the schools and doctors. Ripon Hall Farm There was concern over the proposal for a plastic recycling unit to be based on Catterall Lane. The resident was informed that the planning application gave no information about how the recycling was to be carried out and further information had been requested from Lancashire County Council. Overhanging Vegetation An overhanging bush on Catterall Gates Lane has been causing problems to pedestrians; this coupled with a vehicle parking on the pavement in front of the bush is forcing pedestrians in to the road and causing a hazard. 1259. POLICE MATTERS PCSO Richard Dent attended giving P C Jones and PCSO Holmes apologies he had given a report to the PACT meeting held prior to the Parish Council meeting which reported on crimes in Catterall during the past month. There had been a wounding which took place on Gala Day on Catterall Gates Lane; the driver of a vehicle was physically attacked in the car. A burglary took place at the Pickerings Hotel when tools were stolen from an unlocked shed, criminal damage of a vehicle on Baylton Drive saw screws in tyres and a stolen vehicle was reported on Old Lancaster Road. There was a wounding on Baylton Drive and criminal damage to a car parking on the drive at Chapel Gardens. Police are consulting with the youths who use the Youth Shelter and are looking to install a litter bin as, it is claimed, it would be used. Members of the public raised the speeding on Cock Robin Lane and drug dealing from cars in the early mornings. The Police are to investigate an incident which took place on Stone Cross Gardens Play Area on Saturday night. PCSO Dent also reported that the Gala went well. The meeting was resumed. 1260. ANNUAL QUESTIONNAIRE AND RESULTS OF THE RECENT SURVEY Councillors debated carrying out a questionnaire annually, but it was thought this would loose its impact. Results of the last survey were discussed. It was considered better to be seen to act on the results of the survey before carrying out another. Resolved; To agree in principle to an annual questionnaire and to review this in 6 months time. Resolved; As the promised CCTV from Wyre Community Safety Partnership has made no progress in Catterall, the Councillors were disappointed and in the light of public concern considered that the Parish Council should again pursue buying their own system. 1262. LETTER CONTAINED IN THE VILLAGE SURVEY As part of the Village Survey a letter was received from a resident asking about facilities on the Playing Field. Resolved; To invite this resident to a meeting of the Green Spaces Committee to discuss their concerns. 1263 PLANNING APPLICATIONS Planning Applications Resolved; Councillors made comment on the following planning applications; 02/07/0492 Proposal; Extension to agricultural building to form recycling bay Location; Ripon Hall Farm, Catterall Lane, Catterall Further information on the method of recycling has been requested before comment can be made. 07/00503/REMMAJ Proposal; Reserved matters application for 62 dwellings, roads and sewers (14 detached houses, 48 apartments) Location; Land at Catterall Gates Lane, Catterall The Parish Council strongly objects to this application; comments include greater intensity of development and impact on traffic Land Contamination Study Design Land levels Flood Risk Assessment Top Water Dispersal Location of site 07/00560/FUL Proposal; Addition of 2 No. velux windows Location; 1, Tricklebanks, Catterall Lane, Catterall The Parish Council supports this application and requests neighbourhood notification. 1264. REPORTS FOR INFORMATION ONLY Report of the Wyre Borough Councillor Cllr. D. Sharples reported Wyre Borough Council was in the process of forming new committees following the recent elections and the he was elected as Vice-Chairman of the planning committee. The meeting will be adjourned to allow a report from the County Councillor Lancashire County Council has not met since the elections. County Cllr. V. Wilson is pursuing the Ripon Hall Farm development The meeting was resumed. Report of Kirkland and Catterall St. Helen’s Primary C of E School. A field at the rear of the School has been purchased to extend the playing area. Report of the representative on the Wyre Strategic Partnership The board is currently being reconstructed. The Chairman had attended the inaugural meeting of the Rural East Forum attended by 26 persons the majority of which were Councillors. This included a presentation by Trading Standards Officers on underage drinking who carry out spot checks in Catterall. 1265. QUESTIONS ASKED BY COUNCILLORS Grass Cutting/Weed Killing It was noted that grass cutting on Duckworth Drive had been patchy this year. Wyre Borough Council has cut the grass three times to date and it is growing to a length of 12 inches between cuts; also the cuttings are not cleared away leaving them covering the footway. It was also raised that many of the estate roads were in need of week killing procedures. Piling on Taylor Woodrow site The Councillor was informed that future housing on the site would not require piling, which has been removed recently. There being no further business the meeting closed at 9.00 pm.
