CATTERALL PARISH COUNCIL MINUTES OF THE MEETING HELD ON MONDAY 2nd JULY, 2007 AT 7.30PM AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL Present: Councillors; G. Wilson, Chairman, N. Harrison, D. Harvey, J. Houghton, H. Kenyon, D. Sharples, E. Thomas, N. Thompson Gillian Benson, Clerk to the Parish Council One member of the public The Chairman welcomed Cllr. N. Harrison to his initial meeting. 1267. APOLOGIES FOR ABSENCE Apologies were received from Cllr. D. Thompson and Cllr. I. Brayshaw both working the reasons were accepted. Also County Cllr. V. Wilson. 1268. DECLARATION OF INTERESTS Councillors disclosed any personal or prejudicial interest in any matter to be discussed at this meeting. Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee. 1269. MINUTES OF THE LAST MEETING Resolved; That the minutes of the last meeting, held on 4th June, 2007, having been circulated were agreed and signed by the Chairman as a true record. The meeting was adjourned to allow the public present to speak. 1270. PUBLIC PARTICIPATION There were no matters raised by the residents present. 1271. POLICE MATTERS P C Simon Jones attended the PACT meeting held prior to this meeting and reported that there had been four incidents in the past month. Following the drugs swoop in Garstang several Catterall residents were arrested for supplying class A drugs, a number of road traffic signs were also discovered during searches. There had been a minor assault on Catterall Gates Lane. The number of anti-social reports has increased to 17 concentrating on Cock Robin Lane, Baylton Drive, Stone Cross Gardens and Stone Lane. These include under age drinking and boy racers although the road traffic policing unit has been present. There has been a combined operation on alcohol sales Catterall Post Office by the Police and Trading Standards. Councillors were concerned at the increase in anti-social behaviour and under age drinking in the Village. Concern was raised at the usage of the Youth Shelter and it was suggested that the Environment Committee should consider the long term future of the Youth Shelter, in the light of current usage. The meeting was resumed. 1272. THE LANCASHIRE COUNTY COUNCIL (PUBLIC FOOTPATH NO. 4, CATTERALL, WYRE BOROUGH) PUBLIC PATH DIVERSION) ORDER 2007 All Works have been completed, the new footpath is in operation from 8th June and the old footpath has been closed. Resolved; That the Parish Lengthsman checks the status of this public footpath. 1275. INVITATIONS FROM LAPTC Councillors Training Courses are being held on Saturday mornings and all Councillors are encouraged to attend. Resolved; Cllr. N. Harrison will attend. LAPTC AGM to be held on 3rd November from 10.30am at County Hall, Preston Resolved; The Chairman will attend. 1276. CODE OF CONDUCT TRAINING Jan Finch, monitoring Officer, Wyre Borough Council has arranged a training session on the new Code at 7.30pm on 16th July at the Pickerings. All Councillors are invited although precise numbers are needed for administration. Resolved; Seven members will be attending. 1277. Site Monitoring Case Reference: 07/00151/ENF Nature of Complaint: Parking of large wagons on site Location: Knackers Yard, Tan Yard Road, Catterall Planning Applications Resolved; Councillors made comment on the following planning application; 02/07/0492 Proposal; Extension to agricultural building to form recycling bay Location; Ripon Hall Farm, Catterall Lane, Catterall Being assured by Lancashire County Council that the plastics, tyres and batteries would only be stored on site waiting for transfer the Parish Council commented on safety conditions for the hazardous materials stored on site. Any further facilities will require planning permission and Catterall Lane will need to be made up and improved as far as possible to accommodate the proposed traffic and minimise impact to housing on Franklaw Treatment Plant. 07/00691/FUL Proposal: Proposed 900mm high railing on top of existing boundary wall Location: Old Trees, Stones Lane, Catterall The Parish Council supports this application and requests neighbourhood notification.

1278. REPORTS FOR INFORMATION Report of the Wyre Borough Councillor Cllr. D. Sharples reported on items in the Garstang Courier. He had attended a meeting with Roger Collinson concerning the Maggot Farm and the Knackers Yard. An appeal is to be lodged against the planning decision on the Maggot Farm. Should this be upheld, new evidence will be required by those commenting. Collinson’s have been asked to reconsider their decision to re-open the Knackers Yard. Wyre Borough Council is to sell the cricket field in Garstang. The Wyre Borough Councillor read out a report going for decision by the Living Safely Portfolio Holder on CCTV in Garstang. It was noted with anger that the promised CCTV in Catterall had been omitted. Only four cameras and not, as the Parish Council were told seven, are included in the funding bid, all of which will be sited in the town centre. Report of the County Councillor The Chairman gave a report from the County Councillor. She had requested to speak at the planning meeting supporting the Parish Council’s recommendations about the development at Ripon Hall Farm, Catterall Lane. Report of the representative on the Wyre Strategic Partnership The Partnership is creating smaller boards and the Parish Council board will need only one Councillor. Richard Fowler has stepped down as the Chairman and he will become the Parish Council representative. Report of the representative on the Lancashire Locals An allocation has been made toward the highway budget to be spent through recommendations by Parish Councils. Included in the suggestions were the road surface of the A6 at the junction with Joe Lane, the cutting on Churchtown Bridge and a path across the grass verge opposite the bus stop near Old Lancaster Road. Report of the Green Spaces Committee Resolved; The report was accepted. A copy will be sent to the resident with actions to be taken. 1279. 1280. QUESTIONS ASKED BY COUNCILLORS Parking on grass verge on Garstang Road Vehicles are parking on the grass verge to the service road at the side of the Pickerings Hotel. Pickerings Hotel It was reported that the ownership has just changed hands and that a local family have purchased the premises. Residents Letter Two Councillors had received a letter from a resident about an incident of trespass on Duckworth Drive. This has been passed to the Police for action.
