CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING HELD ON

TUESDAY 6th JANUARY, 2009 AT 7.30PM

AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL

1520. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. I. Brayshaw and Cllr. E. Thomas and the reasons accepted.

1521. DECLARATION OF INTERESTS

Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting.

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee.

1522. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meetings, held on 2nd December, 2008, having been circulated were agreed and signed by the Chairman as a true record.

1523. PUBLIC PARTICIPATION

The meeting was adjourned.

INCLUDING POLICE MATTERS

The Chairman reported on the PACT meeting held before the Parish Council meeting. PCSO Craig Jones reported on one crime in the past month and this was an argument that developed into assault. Although the Police received 23 reported incidents there were no anti-social or rowdy behaviour incidents. Compared with figures over the past two years crime and incidents in Catterall have fallen. The Councillors felt this was as a direct result of the Police presence of the PCSOs in the Village. They have a good rapport with the younger element in the Village and should be praised for their diligent work.

A fencing panel had been damaged to a garden on Catterall Gates Lane, although it had not been reported to the Police. There had been no further reports of the boy racers on Catterall Lane. The Police have monitored the situation and this seems to have discouraged the activity.

1524. FREEDOM OF INFORMATION

Under the Freedom of Information Act it is the duty of every public authority to adopt and maintain a publication scheme which requires production and publication of the method by which the specific information covered will be available and easily identified by members of the public. The Information Commissioner’s Office has now produced a generic model which was adopted on 1st January 2009 otherwise the local council would have been in breach of the Act. This updates the original Act.

Resolved: That the Parish Council adopts the model publication scheme and publishes it on the web site.

1525. STORAGE IN CATTERALL VILLAGE HALL

Councillors considered the estimated costs for creating storage facilities in the attic of Catterall Village Hall. The work will be carried out by the Parish Council’s staff.

Resolved: The costs were accepted and work will be carried out.

1526. CATTERALL LANE

The Parish Council has been copied into several residents’ letters about the state of Catterall Lane, the fact that it is a single track road and is regularly carrying tankers, tractors, HGV’s and that these vehicles can not pass when they meet. As a result the grass verge has been gouged out and carried onto the road surface. Lancashire County Council has inspected the Lane and recommended remedial work by United Utilities at Franklaw and near Beech House, but this does not solve the problem of the width of the lane. It was raised at the Wyre Area Road Safety Committee, but Glenn Robinson was not in attendance.

The meeting was suspended to allow County Cllr. V. Wilson to speak. Wyre Borough Councillor D. Sharples and County Councillor Wilson have issued a joint statement for the residents stating matters leading to the present situation and asking individuals to contact Lancashire County Council.

The meeting was resumed.

The Councillors were thanked for devoting their time to this matter in the Village.

1527. HOLLIES CLOSE

Cllr. D. Sharples has asked that the Councillors look at the road surface of Hollies Close, the refuse wagons are breaking up the carriageway and although Lancashire County Council do fill in the potholes the general appearance is deteriorating. In heavy rain the road floods and is seems that the gullies have collapsed.

Resolved: To report the refuse wagon damage to Wyre Borough Council.

Resolved: To inform Lancashire County Council of the situation highlighting the refuse wagon.

1529. REPORTS FOR INFORMATION

Report on a possible Youth Initiative

Cllr. N. Harrison reported on enquiries he had made with Eileen Winnington, Lancashire County Council, regarding registration and grants. Youths must be identified before registration and this can lead to the entitlement to a mini bus and the use of outdoor equipment. A meeting with Councillors from Catterall and Kirkland Parish Council with Reverend Wilkinson and the Police is to be arranged. The venue for the youth has been suggested as Kirkland Memorial Hall, due to the storage facilities. Cllr. N. Harrison will continue his enquiries and report to the next meeting.

Report on the Lancashire Locals

Cllr. G. Wilson reported on the working group set up to look at the Highway Discretionary grants fro 2009/2010. No decisions have been made to date as further information was sought from Parish Councils.

Report from the Finance Committee

Resolved: the report was accepted and this recommended that the precept is £27,200

The draft budget from which the precept is calculated was presented to the Councillors.

Resolved: That the Parish Council requests Catterall’s precept of £27,200 and the Clerk’s Salary Grant of £3,118 from Wyre Borough Council.

Request for Donation

Skipton-East Lancashire Rail Action Partnership

Some time ago the Parish Council gave its support to the Skipton-East Lancashire Rail Action Partnership; the partnership is now requesting that the Parish Council signs the petition to re-open the Colne to Skipton railway on the Number 10 website. Councillors are asked to consider becoming a member.

Resolved: That the Parish Council continues its verbal support.

Air Ambulance

North West Air Ambulance is requesting a donation to continue their life saving work through out the North West area.

Resolved: That the Parish Council donates £110.

There being no further business the meeting closed at 8.35 pm.
