CATTERALL PARISH COUNCIL MINUTES OF THE MEETING HELD ON MONDAY 7th JANUARY, 2008 AT 7.30PM AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL Present: Councillors; G. Wilson, Chairman, D. Thompson, Vice-Chairman, I. Brayshaw, N. Harrison, D. Harvey, J. Houghton, H. Kenyon D. Sharples, E. Thomas, Gillian Benson, Clerk to the Parish Council 1346. APOLOGIES FOR ABSENCE Apologies were received from County Cllr. V. Wilson. 1347. MARK OF RESPECT A one minute silence was held to mark the untimely death of Councillor Neil Thompson and the Chairman added that the Parish Councillors sympathy and support were with his family. 1348. DECLARATION OF INTERESTS Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting. Jan Finch, Monitoring Officer for Wyre Borough Council reminded all Councillors to ensure their register of interests was up to date. Cllr. D. Sharples declared a prejudicial interest in Garstang and District Partnership, being an executive member. Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee. Cllr. E. Thomas declared a personal interest in street lighting on Nightingale Way. 1349. MINUTES OF THE LAST MEETING Resolved; That the minutes of the last meeting, held on 3rd December, 2007, having been circulated were agreed and signed by the Chairman as a true record. 1350. PUBLIC PARTICIPATION There were no members of the public present. INCLUDING POLICE MATTERS A report was given on the PACT meeting held prior to this meeting and attended by PCSO Zak Holmes. There have been four crimes in Catterall in the past month the theft of veterinary drugs from a farm on Catterall Lane, graffiti in the Youth Shelter and Memorial Garden, a domestic assault on Catterall Gates Lane and a 4X4 stolen from the Parklands estate. Councillors were concerned at the increase in anti-social incidents, which included stone throwing at vehicles on Duckworth Drive, New Haven Drive and Cock Robin Lane. Also nuisance telephone calls, bricks being put down drains on Cock Robin Lane, underage drinking at the play area, Stone Cross Gardens and mud throwing at the windows of a house on Thornbank Drive. 1351. VACANCY IN THE OFFICE OF PARISH COUNCILLOR A vacancy has arisen on the Parish Council following the death of Cllr. N. Thompson. Resolved: To inform Wyre Borough Council of the vacancy. 1352. NHS MORECAMBE BAY HOSPITALS CONSULTATION Resolved: The Parish Council has no comment to make on this consultation and considers it more appropriate for the Trust to consult directly with the public, a notice publicising the document for access by residents will be placed in the notice board. 1353. LANCASHIRE CLIMATE CHANGE STRATEGY AND ACTION PLAN – CONSULTATION DRAFT The Councillors discussed and agreed with the energy saving measures. Resolved: The Parish Council approves in principle but will not send a response. 1354. WYRE BOROUGH COUNCIL UNMET TAXI DEMAND STUDY TPi have been commissioned to carry out a study of unmet taxi demand in the area and Councillors are asked to complete a questionnaire. Resolved: This concerns taxi ranks and as there are none in this area no response is to be given. 1355. CCTV AT THE PICKERINGS HOTEL The final estimate from Nortech has been received. The Parish Council have been successful in funding from Regenda, £500. An appeal has been made to Albert Atkinson, Lancashire County Council’s Parish Champion. Resolved: That the cost of £135.00 is paid to submit the planning application for the pole There has been no information on the grant bid from Wyre Community Safety Partnership. 1356. NO BALL GAMES SIGN The No Ball Games Sign is missing from the green open space on Duckworth Drive. Councillors discussed the replacement and its impact. Resolved: Not to replace the sign, but monitor the situation with a review if problems occur. 1357. FINANCIAL SUPPORT FOR GARSTANG AND DISTRICT PARTNERSHIP In the past Catterall has been successful in receiving grants for projects in the Village. Now Garstang and District Partnership is looking for financial support from Catterall Parish Council. Councillors considered a donation of £381.64, this being £0.235 per capita X 1624 (electorate). Resolved: To write to Garstang and District Partnership in support of the donation and pay in April following the precept payment. 1358. PLANNING APPLICATIONS The following planning applications have been granted: 07/01144/FUL Proposal: Replacement dwelling Location: Highbank, 14, Old Lancaster Road, Catterall 07/01226/FUL Proposal: Erection of building for equestrian use Location: Higher Silcocks Barn 1, Catterall Lane Catterall 07/01268/FUL Proposal: Demolition of existing dwelling and erection of 2 detached dwellings Location: 26, Cock Robin Lane, Catterall Planning Applications Resolved; Councillors made comments on the following planning applications; 07/01351/FUL Proposal: Vehicular access on to Garstang Road Location: Highfield, Stones Lane, Catterall Resolved: The Parish Council supports this application, requests neighbourhood notification and recommends that the stones from removing the wall remain on site, due to the local historical value. The Planning Committee also discussed the Wyre Borough Council Land Study carried out recently and reported in the Courier. This article has brought an influx of interest from builders on the plots of land identified. However, the disclosure included by Wyre Borough Council was not reported. Resolved: The Councillors accepted the report. 1359. REPORTS FOR INFORMATION Report of the representative of Wyre Area LAPTC Cllr. D. Sharples informed Councillors that the leader of Wyre Borough Council, Russell Forsyth will be attending the meeting next week to discuss Rural Forums. 1360. FINANCE Payments received this month; Pilling Parish Council £ 18.10 Pilling Parish Council £198.45 It was resolved that the following accounts were approved for payment; Wyre Borough Council £135.00 Planning application of the CCTV pole at the Pickerings Clerk’s Expenses £ 44.87 Chairman’s Allowance £ 77.25 Parish Lengthsman £317.60 H M Revenue and Customs £1,910.92 C and C Supplies £ 30.63 Garstang Timber and Plywood £ 12.90 C and C Supplies £ 32.40 Houghton’s £ 34.52 JCE (Christmas tree lights) £ 70.50 (Split with Kirkland Parish Council) Houghton’s £ 22.00 Viking Direct £134.91 Lancashire County Council (Pension) £1,600.59 Direct Debits BT, Telephone calls £24.87 Broadband £17.99 Financial Statement as at 15th December, 2007 Precept 2008 – 2009 Councillors considered the draft budget in order to set the precept figure. Wyre Borough Council needs to know by 18th January, 2008. Councillors were unable to set the figure due to a number of uncertainties and these will need resolving before the precept figure can be issued. Resolved: To confirm outstanding matters and hold a further meeting to set the precept figure. 1361. QUESTIONS ASKED BY COUNCILLORS Wall along Garstang Road The wall opposite Catterall Gates Lane was damaged two months ago and has still not been repaired. It was noted that some of the stones were disappearing. Street Lighting on Nightingale Way Despite many calls to Lancashire County Council street lighting department there is still no illumination on Nightingale Way for the new development. Under section F38 the lighting must be in place and illuminated prior to the first house occupancy. Two persons have fallen on the unmade footway over Christmas during the hours of dark. There being no further business the meeting closed at 9.00 pm. |
