CATTERALL PARISH COUNCIL MINUTES OF THE MEETING HELD ON TUESDAY 3rd FEBRUARY, 2009 AT 7.30PM AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL Present: Councillors; G. Wilson, Chairman, D. Thompson, Vice-Chairman D. Croston, D. Harvey, J. Houghton, H. Kenyon, D. Sharples, E. Thomas Gillian Benson, Clerk to the Parish Council One member of the public 1531. APOLOGIES FOR ABSENCE Apologies were received from Cllr. I. Brayshaw and Cllr. N. Harrison and the reasons accepted. County Cllr. V. Wilson was unable to attend. 1532. DECLARATION OF INTERESTS Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting. Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee. 1533. MINUTES OF THE LAST MEETING Resolved; That the minutes of the last meetings, held on 6th January, 2008, having been circulated were agreed and signed by the Chairman as a true record. 1534. PUBLIC PARTICIPATION The meeting was adjourned. INCLUDING POLICE MATTERS The Chairman reported on the PACT meeting held before the Parish Council meeting. PCSO Craig Jones reported on the one crime for the past month, a theft at the Pickerings Hotel. Last year’s figures record three crimes for the same period. There has been one anti-social behaviour incident, last year there were 11, this involved youths throwing eggs at house windows, and 18 other incidents as compared to 47 last year at this time. He warned of a number of travelling criminals in the Wyre and to be vigilant, there have been several opportunist crimes especially from commercial premises. The meeting was resumed 1535. FRANKLAW TREATMENT PLANT There has been no further information about noise levels from Wyre Borough Council who is monitoring the situation. It was noted that the noise had become intermittent of late. Resolved: To remind United Utilities and Wyre Borough Council of the noise disturbance in the Village. 1536. PARISH NEWSLETTER Articles were added to produce the Parish Newsletter. Resolved: To e-mail the Clerk if you are able or bring articles into the office by Friday, it will be distributed next week. 1537. KEPPLE LANE PHARMACY Cllr. H. Kenyon is concerned that the pharmacy at Kepple Lane has a monopoly on prescriptions issued by the doctors. It was noted that at the time of the setting up of the Kepple Lane Surgery the Chemists in Garstang were approached to provide the services and they declined. The newly introduced system is causing inconvenience amongst residents. Resolved: To seek clarification of the situation from the PCT. 1538. MAINTENANCE OF CATTERALL PLAYING FIELD Wyre Borough Council is reviewing services and can no longer undertake maintenance operations at Catterall Playing Field at its own cost, other than those tasks attributed to the children’s play area. Councillors are asked if the Parish Council wishes Wyre Borough Council to continue on its behalf. The Clerk has requested the specification and the present costs in order to discuss this proposal. Resolved: To refer to the Green Spaces Committee once the specification is received from Wyre Borough Council. 1539. PLANNING APPLICATIONS The following planning application has gone to appeal: 08/00676/FULMAJ Proposal: Erection of one wind turbine, foundation, access track and ancillary equipment Location: Dewlay, the Traditional Cheesemakers, Garstang By-Pass Road, Kirkland 1540. REPORTS FOR INFORMATION Wyre Borough Councillor Wyre Borough Councillor D. Sharples reported that Danfo, who took over the responsibility of public conveniences in Wyre, are to charge 20 pence for men using the facilities, in line with the charge for women. County Councillor County Councillor Val Wilson sent a report stating that when the application for the access from Highfield onto Garstang Road; Glenn Robinson will consult with the Parish Council and the County Councillor. Regenda has made a planning application for 14 affordable homes in Claughton, if granted; these will be allocated using the ‘onion effect’. She attended the Wyre Youth Forum where three primary schools, including Kirkland and Catterall St. Helen's Primary School, presented local problems detrimental to their environment. Representative on Catterall Village Hall Thanks to the Table Top Sale new tables and chairs have been purchased and new UPVC doors are to replace the front door and the small meeting room door. Representative on Kirkland and Catterall Memorial Hall The trustees have applied for a grant to replace the roof on the Main Hall and are hopeful of being able to replace the asbestos sheeting. Wyre Area Lancashire Association of Local Councils There was a poor attendance due to illness, but the Environment Agency flood proposal was discussed. Jim Corry, Wyre Borough Council, presented the budget and added that the concessionary bus passes are a serious drain and will affect the budget next year. Wyre Borough Council also has to support the Government initiative Swimming for All and this will drain resources further. The revised Parish Charter with Lancashire County Council was discussed. It is now correctly worded, but remains a work in progress. Youth Initiative Cllr. N. Harrison is leading the initiative and has sourced funding; He has spoken with Kirkland Parish Council, St, Helen’s Church and other interested residents. An initial working group meeting is to be held on 18th February. Rural Forum Meeting Attended by Garry Payne, Planning Officer, Wyre Borough Council, the Housing Enabler, the meeting was looking at planning issues. The next meeting will tackle rural transportation. 1541. The Village Hall Committee disagreed with the date of the completion of the Parish Room and the lease will be returned for amendment. Data Protection Act 1998 The registration renewal for the CCTV on Catterall Playing Field will become due on 19th February; this will be paid by direct debit at a cost of £35.00. North West Air Ambulance The service thanks the Parish Council for the donation to continue their life saving work sent last month. Report of the Finance Committee The report was accepted by the members and included the signing off of the accounts for the third quarter.
