CATTERALL PARISH COUNCIL MINUTES OF THE MEETING HELD ON TUESDAY 1st DECEMBER, 2009 AT 7.30PM AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL Present: Councillors; D. Sharples, Chairman, D. Croston, Vice-Chairman I. Brayshaw, D. Harvey, J. Houghton, H. Kenyon, E. Thomas, Gillian Benson, Clerk to the Parish Council Two members of the public 1661. APOLOGIES FOR ABSENCE Apologies were received from Cllr. P. Bugeja, Cllr. E. Thomas and Cllr. G. Wilson and the reasons accepted. 1662. DECLARATION OF INTERESTS Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting. Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee. 1663. MINUTES OF THE LAST MEETING Resolved; That the minutes of the last meetings, held on 3rd November, 2009, having been circulated were agreed and signed by the Chairman as a true record. 1664. PUBLIC PARTICIPATION The meeting was suspended. INCLUDING POLICE MATTERS PC Simon Jones and PCSO Geoff Mole reported on three crimes in the past month, there was an attempted burglary to a shed in Catterall Gates Lane when the padlock was broken. One person was arrested for possession on Duckworth Drive and there had been an assault on Thornbank Drive by a person known to the Police. Last year for the same period 2 crimes were reported. Anti-social Behaviour incidents were down on last year’s figures from 5 to 4, these included an egging incident and the Thornbank Drive dispute. The residents present raised the damage sustained by householders around Catterall Playing Field to their garden fences. It was decided that the Green Spaces Committee should look at protection to persons and property by erecting a net behind the goal mouth of the Multi Use Games Area. The meeting was resumed. 1665. GROUNDS MAINTENANCE CONTRACT Wyre Borough Council and their contractors are unable to present a more favourable quote for the grounds maintenance contract to the four Council partnership than for each Council individually. Forton Parish Council has settled with a local contractor and Garstang Town Council is looking at other alternatives. Councillors considered the quote and resolved to accept the Wyre Borough Council quote for 2010 – 2011. Resolved: To engage Wyre Borough Council for the Grass Cutting Contract on Catterall Playing Field for 12 months subject to renewal. 1666. STAGECOACH SERVICES The bus company is creating problems by providing single decker buses for main routes. These buses are over filled and passengers are being turned away. The Councillors discussed the matter. Resolved: To highlight the problem suffered by residents in using single decker buses on popular routes and times to Stagecoach. 1667. PLANNING APPLICATIONS Councillors commented on the following planning applications: 09/00742/FUL Proposal: Erection of an agricultural livestock building Location: Ripon Hall Farm, Catterall Lane, Catterall Resolved; The Parish Council objects to this application. Piece meal creation of another farm unit and the re-location of the farm, more vehicles to use Catterall Lane, in need of remedial attention and environmental impact on the neighbours and those using the A6. Lancashire County Council highways engineer asked to review the state of Catterall Lane and look for a contribution towards remedial action. How will effluent runoff be dealt with as it could mix with the surface water and enter the open dyke? Mature planting should be undertaken and allowed to establish before the building is brought into use. 09/00882/FULMAJ Proposal: Proposed new building for office/general industrial/storage or distribution (resubmission of 09/00114/FULMAJ) Location: Riverside Industrial Park, Catterall Gates Land, Catterall Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification. 09/00898/FUL Proposal: Single storey side extension and provision of railings to eastern boundary wall Location: 9, Catterall Gates Lane, Catterall Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification. 09/00908/FUL Proposal: Two storey rear extension Location: 43, The Parklands, Catterall Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification. 09/00924/FUL Proposal: Two storey side extension Location: 4, Meadowcroft Avenue, Catterall Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification. 09/00936/FULMAJ Proposal: Variation of condition 2 on application 08/00676/FULMAJ to allow the windturbine to operate for 25 years (as opposed to 20 years) Location: Dewlay, The Traditional Cheesemakers, Garstang By Pass Road, Churchtown Resolved: The Parish Council objects to this application. 1668. REPORTS FOR INFORMATION Report of the Wyre Borough Councillor Cllr. D. Sharples reported that the Eagland Hill windturbines were to be heard by the Planning Committee tomorrow. There have been objections by the RSPB and Lancashire County Council on ecology grounds for the pink footed geese. Report of the representative on Catterall Village Hall Energy grants are being sought to put a double skin on the North wall to conserve heat. 1669. FINANCE Payments received this month;
It was resolved that the following accounts were approved for payment;
*The cheque to pay for the computer online has been lost by the bank this is a re-issue. Direct Debits BT £ 27.30 Request for Donation North West Air Ambulance is asking for a donation towards their most valuable work in this area. Councillors are asked to consider this request. Confirmation of the hire of Catterall Playing Field by the Garstang Free Methodist has been received. Reserve Account After much frustration the reserve account has been opened to run for one year, so as not to tie up this money. After this time the account will be reviewed as to the best investment in the future. There being no further business the Chairman closed the meeting at 8.02 pm. |
