CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING HELD ON

TUESDAY 5th AUGUST, 2008 AT 7.30PM

AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL

1453. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. D. Harvey and Cllr. E. Thomas and the reasons accepted.

1454. DECLARATION OF INTERESTS

Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting.

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee.

1455. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meetings, held on 1st July, 2008, having been circulated were agreed and signed by the Chairman as a true record.

1456. PUBLIC PARTICIPATION

The meeting was adjourned to allow the public to speak.

The public present did not raise any issues with the Parish Council.

INCLUDING POLICE MATTERS

The Chairman reported on the PACT meeting held prior to this meeting. Attended by PCSO Craig Jones, P C Simon Jones sent his apologies. In the past month there have been 4 crimes in Catterall including a picnic bench stolen from outside the Post Office, this was later returned and the culprits have been dealt with and the theft of red diesel from a garden shed in Catterall Lane. An altercation occurred on Catterall Playing Field and the named offender has been dealt with and a windscreen wiper had been damaged on a car in Duckworth Drive.

Anti-social incidents include rowdy and inconsiderate behaviour on Cock Robin Lane which led to the seizure of alcohol and road rage on Garstang Road. Also the use of fireworks during a wedding had disturbed neighbours.

The Councillors reported quad bikes entering the Playing Field from the public footpath and motorbikes on the A6 on Sunday morning racing between Watsons Garage and the new roundabout at Barton Grange. PCSO Jones asked that these incidents must be reported at the time to allow the Police to attend and deal with the culprits. The use of non regulation number plates was raised, vehicles using these plates should be reported to the Police for investigate.

PSCO Craig Jones is Catterall’s dedicated officer and will be responsible for the area for the next twelve months at least.

1457. YOUTH SHELTER

Councillors are asked to consider the removal of the second wall in the Youth Shelter.

Resolved: It was proposed and carried that the Parish Council remove the second wall to the right half way down but to leave about one brick’s width to protect the existing electrics to the centre light bearing in mind that this blends in with the wall at present.

1458. CCTV

The cost to the Parish Council of hiring a scissor crane in order to repair the CCTV had been questioned. The contract should include access to the camera in order to carry out maintenance to the dome. The camera dome had built up condensation on the inside and the pictures were affected.

Resolved: That the Parish Council review the maintenance contract as to access.

1459. SECURITY OF TITLE DEEDS

Councillors considered safe keeping of the title deeds to the Playing Field at Lloyds TSB, there is a cost of £20.00 and storage facilities are in Lancaster.

Resolved: That the Parish Council store the title deeds at Lloyds TSB.

1460. REGISTER OF INTERESTS

Councillors are reminded by the monitoring officer to ensure their details on the Register of Interests are up to date. It is a Councillors responsibility and any change must be notified within 28 days of that change. Due to the review of procedures with the Standards Board for England, local standards committees will deal with complaints against Parish Councillors.

Resolved: Councillors did not change or add any information to their Register of Interests.

1461. INFORMATION FROM LANCASHIRE ASSOCIATION OF LOCAL COUNCILS

Conference 2008 to be held at Park Hall, Chorley 3rd to 5th October

Case Study Workshop to be held on 9th September 7.00 – 9.00 pm at Howick House. The course is a practically based thought provoking workshop aimed at developing discussion about issues with which your Council may never previously have been confronted with.

Chairmanship Workshop to be held on 15th October 7.00 – 9.00pm at Howick House. Of interest to Chairmen, Vice chairmen and those looking to succeed in this office.

Resolved: That the Chairman attends the Chairmanship Workshop.

1462. REINSTATEMENT OF CATTERALL PLAYING FIELD

Record R S S, who installed the new Play Area have given the Parish Council £300.00 for the reinstatement of the damage caused when the new equipment was taken across the field.

Resolved: That the Parish Council hires a digger to level off the stone and top off with granite waste to reinstate the original surface.

1463. SMILEY SID ADDITIONAL LOCATION

One of the original sites for Smiley SID was in Barnacre with Bonds and therefore out of Catterall’s jurisdiction. Barnacre Parish Council has been approached again and has now agreed to a bracket on the B6430.

Resolved: That the Parish Council requests Lancashire County Council to install a bracket on lamp post number 48 near the Golf Club and that Catterall Parish Council staff will erect SID on this bracket.

08/00633/OUT

Proposal: Outline application for the erection of business units (Class B1, Light Industrial/Office, Class B2, General Industrial and Class B8, storage and relocation of Knackers Yard)

Location: Collinsons Ltd., Riverside Industrial Park, Tan Yard Road, Catterall

Resolved: The Parish Council supports this application in principle.

Keen to support this type of development, request single storey units. The site can be seen from the A6, great concern to access from the A6 and traffic movements within the site, will a barrier calm the traffic? County Surveyor looks at application.

Local school pupils use Tan Yard Road and the bridleway, potential conflict. Bridleway or Public Footpath Number 13 not mentioned. Proposed building over footpath number 13, support for retention of trees on site. Contamination land study requested. Objection to re-location of the Knackers Yard. Sufficient parking for proposed and present work staff?

Resolved: The report of 21st July was accepted by Councillors and involved;

Proposal: Outline application for residential development with access from Hamers Wood Drive

Location: 40, Cock Robin Lane, Catterall

Resolved: The Parish Council supports the content of this application and requests neighbourhood notification. Concern over relocation of access onto Cock Robin Lane and possible parking problems spreading.

08/00677/FUL

Proposal: Erection of dwelling

Location: Land adjacent to 44 Cock Robin Lane, Catterall

Resolved: The Parish Council objects to this application and requests neighbourhood notification of all the houses in the terrace as matters concern all the residents. Parking problems, over intensive for site, obstruction of footway with recycling bins, flooding problems, impact on residential amenity and street scene. The residents also enjoy uninterrupted access to the rear of their properties which would be curtailed by the ‘lobby’. (Although this is not a planning issue).

Proposal: Erection of one wind turbine, foundation, access track and ancillary equipment

Location: Dewlay The Traditional Cheesemakers, By Pass Road, Garstang

Resolved: The Parish Council strongly objects to this application.

The wind turbines by reason of their size, height and location represent a substantial injury to the visual amenities of the locality forming a visual obtrusive feature within an area designated as open countryside to the detriment of the visual amenity and character of the area, contrary to the provisions of policies SP14 of the adopted Wyre Borough Local Plan, policies CORE11 of the Wyre Borough Local Plan 2001 – 2016 (first deposit draft) and PPS 22 Renewable Energy.

Proposal: Two storey side extension and first floor rear extension

Location: 36, Meadowcroft Avenue, Catterall

Resolved: The Parish Council has no objections to this application and requests neighbourhood notification.

1465. REPORTS FOR INFORMATION

The meeting was adjourned to allow County Councillor Wilson to report.

Report from the County Councillor

County Cllr. V. Wilson reported that Wyre Borough Council had recorded over 200 letters of objection to the wind turbine. Residents living in Parklands have raised the unadopted roads with in the estate, it is understood that the drains have been rectified and only the pumping stations need remedial work. Due to the unadopted state the Parish Lengthsman is unable to work on these roads.

The meeting was resumed.

Report from the Wyre Area Lancashire Association of Local Councils

Met on 15th July and started with planning training by Garry Payne and Lydia Harper setting out the legislation and reasons behind the Council’s decisions. The River Wyre Flood Management Plan was raised as the consultation ends on 18th July, but Parish Councils have not be included in the consultation. Lancashire County Council reported on the Traffic Management Act 2004 and that it will not impact on Parish Lengthsman as it concentrates on excavation of the roads. Safety Schemes to be completed in the next few years include sections of the A588. The restructure began three years ago should be completed in the next six months, when vacancies will be advertised. The Fylde and Wyre area is to be merged under one team.

Wyre Borough Council has appointed a further Parish Council representative for the Standards Committee. Jan Finch is producing a handbook on the Standards Committee procedures. Wyre Borough Council has appointed Nick Stephenson as the affordable housing officer and is looking to appoint a Housing Enabler for the area. They work with developers to use land that would not normally receive planning permission to build affordable housing.

Sergeant Nicki Bagnall reported that a Designated Public Place Order has been made on Garstang Town centre, which prohibits on street drinking. A combined ‘Clean Sweep’ operation will led by the Police with Wyre Borough Council, NHS, Customs and Excise and the Fire Service will be carried out in Garstang on 18th and 19th September and will include free health checks, litter picking, dog fouling notices, smoke alarms, vehicles checked for red diesel etc.

Report of the representative on Lancashire Locals

Results of the recent highway allocation for Catterall;

Approved – provision of hard standing to serve the bus stop on the A6 near to Old Lancaster Road.

Rejected – resurface B6430 at junction with Cock Robin Lane.

Re-instate A6, Churchtown Bridge funds are being sought elsewhere.
