CATTERALL PARISH COUNCIL

MINUTES OF THE MEETING HELD ON

MONDAY 7th APRIL, 2008 AT 7.30PM

1391. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. H. Kenyon and Cllr. E. Thomas and the reasons accepted.

1392. DECLARATION OF INTERESTS

Councillors disclosed personal or prejudicial interest in matters to be discussed at this meeting.

Cllr. D. Sharples declared a personal interest as a member of Wyre Borough Council’s planning committee.

1393. MINUTES OF THE LAST MEETING

Resolved; That the minutes of the last meetings, held on 3rd March, 2008, having been circulated were agreed and signed by the Chairman as a true record.

1394. PUBLIC PARTICIPATION

The meeting was adjourned to allow the public to speak.

Cllr. N. Harrison presented information about a youth involvement project he is developing. He has met with the local PCSO and is looking at the Lancashire Education Business Partnership, who act as brokers to source funding fro youth schemes. He is to approach the youth in Catterall to ask what they would be interested in getting involved in. Running with the National Curriculum some pupils can do volunteer work and this is recognised as part of a diploma through the School.

INCLUDING POLICE MATTERS

The Chairman reported on the PACT meeting held prior to this meeting. PSCO Zach Holmes reported a dispute between a passenger and the taxi driver on Cock Robin Lane which resulted in the passenger not paying the fare. A boiler had been stolen from a house on Boyes avenue a youth was cautioned when he was found to be carrying cannabis. A youth under the influence of alcohol had stolen a tractor and assaulted his father; this matter is going to court.

There have been four anti-social incidents, a dog choking on Daniel Fold, neighbour dispute on Boyes Avenue, reported damage to the Memorial Garden and medical waste dumped on Old Lancaster Road.

1395. CHANGING THE DATE OF PARISH COUNCIL MEETINGS

Councillors considered changing the date of the Parish Council meeting to be able to meet in the main room of Catterall Village Hall. It was raised that Monday meetings present problems due to Bank Holidays.

Resolved: The Parish Council will meet on the first Tuesday of each month commencing May 2008.

1396. YOUTH SHELTER

Councillors considered the removal of further walls to help in the safety of those using the shelter.

Resolved: To remove the upper half of the wall to the right of that removed last year.

P C Jones had appealed to Wyre Borough Council for the siting of a litter but has been refused, in discussions with the youth it has been suggested that the installation of a litter bin would be advisable and would be used. The bin would have holes in the base so as not to retain liquids.

Resolved: That the Parish Council install a litter bin of the same design as those at the Multi Use Games Area.

1397. SIGNS ON THE RIVER BANK

The warning notices on the River Calder bank were considered. The Clerk has contacted RoSPA for advice and they would carry out a risk assessment at a cost of £195 – 295 + VAT. The Councillors were unclear as to who a person having had an accident would claim against. The bank is not owned by the Parish Council.

Resolved: To write to Environment Agency asking for confirmation of landownership and what risk assessments they carry out on the bank for the benefit of the public.

1398. PARISH CHARTER

Lancashire County Council is holding a seminar on Saturday 12th April at County Hall from 10.00 to 3.00pm to discuss the charter.

Resolved: Parish Councillors will attend this seminar.

1399. INFORMATION FROM LAPTC

Following the AGM, LAPTC are appealing to Parish Councils to tell them their Issues of Concern in the Parish and training needs for the coming year.

Resolved: Concerns include highways and pavements, dog fouling and speeding traffic

Resolved: Training needs include new Councillors, finance and planning.

1400. NOISE FROM FRANKLAW TREATMENT PLANT

United Utilities wish to fully investigate the complaint at Franklaw but need to know;

The nature of the noise, where and when is it audible, how frequently and for how long

Resolved: The Clerk and Cllr. D. Sharples will speak to residents prior to contacting United Utilities.

1401. BY LAWS FOR THE PLAYING FIELD

It was suggested during the PACT meeting to apply a by law on the Playing Field banning drinking, to make it easier for the Police to arrest persons on the field. The Clerk has contacted Wyre Borough Council who advises the Parish Council that there are sufficient laws for the Police to combat this nuisance.

Resolved: The matter is monitored for further disturbances.

1402. MEMORIAL GARDEN SEAT

There was a report on the attempt to remove the seat, which may result in part of the setts needing removing and relaying. The wall is also used as a seating area and removing the seat would encourage the wall to be used more frequently ultimately leading to further damage to the plants. The seat’s removal would be pre-empting the installation of the CCTV and would be better to wait in order to record activities, the camera could well address any damage being done. It is considered that the coping stones could not take a short fence and studs were suggested. An estimate for fencing to enclose the Garden has not been presented and Councillors felt they could not make a decision until this was known.

Resolved: That the Parish Council will wait for the fencing estimate before discussing the matter further.

1403. REQUEST FOR THE USE OF THE PLAYING FIELD

Two requests have been received for adult teams to play on Catterall Playing Field, the Church Inn and the Brockholes Arms; both are local teams playing in the same league which means their matches will not clash. Games are played mostly on a Thursday evening. Councillors considered these requests.

Resolved: That the Parish Council allows both the Church Inn and Brockholes Arms teams to play on Catterall Playing Field.

1404. INVITATION TO CATTERALL GALA

Catterall Gala will be held on 31st May and the Parish Council is invited to walk.

Resolved: That the Parish Councillors walk at Catterall Gala and allow the Committee to use the field on Friday and Saturday 30th and 31st May.

1405. PLANNING APPLICATIONS

The following planning applications have been granted:

08/00092/FUL

Proposal: Installation of 60m anemometry mast

Location: Dewlay the Traditional Cheesemakers, Garstang by Pass Road, Garstang

08/00093/FUL

Proposal: Erection of canopy at rear of school

Location: Kirkland and Catterall St. Helen's Primary School, the Green, Churchtown

08/00116/FUL

Proposal: Replacement garage/hobby room

Location: 148, Garstang Road, Catterall

Planning Applications

Resolved: The Planning Committee Report of 25th March was accepted and included;

08/00217/FUL

Proposal: Change of use of domestic garden to display site for timber garden buildings

Location: Catterall Coach House, Garstang By-Pass Road, Catterall

The Parish Council objects to this application. Unsuitable development for garden, business already being run from site, why the need for this site when business in Oakenclough, shared private access with Catterall Lodge Farm traffic conflict and further conflict onto the A6.

08/00239/FUL

Proposal: First floor side extension

Location: 26, Duckworth Drive, Catterall

The Parish Council supports this application and requests neighbourhood notification.

08/00275/OUT

Proposal: Outline application for residential development for 6 dwellings

Location: Highfield, Stones Lane, Catterall

The Parish Council objects to this application. Over intensive use of land, visual intrusion and impact on the neighbour amenity. Present access inadequate new access dangerous for increase in traffic. Under the Regional Spatial Strategy no further need for housing and make all dwellings affordable. Include the inconsistencies in the application.

Naming residential Development at Catterall Gates Lane

Further development on Catterall Gates Lane has begun and the developers are looking to name the street and three buildings. Nightingale Way will continue into the site.

That the cul-de-sac is called Snipe Close and the buildings named Pyrmont, Pincroft and Brunswick.

1406. REPORTS FOR INFORMATION

Cllr. N. Harrison reported that Catterall will not be ready to compete this year, but that he is interested in the social inclusion part of the qualifying criteria.

Renewable Energy Policy

Resolved: That the Parish Council accepts the Renewable Energy Policy and reviews it at six monthly intervals.
