Annual Report from Catterall Parish Council’s Chairman

Welcome to the Spring edition of the Catterall Crier which commences with my Annual Report of the work of the Parish Council.

Catterall Parish Council has once again had a very busy and productive year, work has continued towards us attaining Quality Parish Council Status which, if successful, could lead to the Parish Council taking on more responsibilities within the Parish which could bring great benefits to Catterall in the future.

The operation of the second CCTV also came online and has proved successful in assisting the Police to observe activities on Garstang Road and Cock Robin Lane.

The Parish Council has carried out drainage works at the North end of the playing field in order to try and alleviate the ongoing flooding problems around Whitewell Close and properties abutting the field in Meadowcroft Avenue.

Tim, our Parish Lengthsman, has once again produced some sterling work within the village and on behalf of everyone I would like to thank him for his efforts which are much appreciated.

Thanks go to the Police for their support in the village and regular attendances at meetings and to Gillian, our Clerk, no only for her work output but also for trying to keep me in order!!

Finally to my fellow Councillors for their unstinting work and the support they give to me as the Chairman and the Parish. Thank you very much.

Having got the formalities out of the way, I note that once again it is time for the event of the year. Yes. It is Catterall Gala time and this will take place on Saturday 5th June commencing at 1.30pm. This is an opportunity for villagers new and old to come and join in the day and I sincerely hope that you will come out and support this village event. The Gala Committee works very hard to ensure that this traditional event continues to flourish.

The Parish Council is grateful to them for the tireless work they put in, thus ensuring the success of the Village highlight.

Come and enjoy and I hope to see you there.

CONCERN OVER MULTI USE GAMES AREA AT CATTERALL

Catterall Parish Council is concerned about the future of the Multi Use Games Area, following complaints about the irresponsible behaviour of users.

Catterall Playing Field has been a part of Village life for years and the facilities were enhanced four years ago with the instillation of the Multi Use Games Area. The facility was funded from the residential developments on the old Brierley’s site through planning conditions laid down by Wyre Borough Council. This money was used to successfully bid for grants from DEFRA which resulted in the Multi Use Games Area and the astro turf surface.

In the four years since the MUGA was installed it has proved to be of enormous benefit to the local community and is in use daily, with no detrimental effect on residents living in the vicinity. More recently, however, the behaviour of a small minority has been causing regular distress to several residents, most notably with footballs being kicked against fences and into gardens on an almost daily basis.

There are also a number of over age users of the facility, the age limit on the Playing Field and the Multi Use Games Area is 16, unless you are accompanying a child.

The Parish Council is mindful of the problems and is responding to these complaints but any remedial proposals will require planning permission. If this is not forthcoming then the facility may have to be closed, at great loss to the younger members of the community. The Councillors are to ask for help from the local police in monitoring the situation.

Parents are asked to ensure that if their children play on Catterall Playing Field or use the Multi Use Games Area those footballs/balls must not be kicked against resident’s fences nor kicked so hard as to land in the private gardens of those living nearby.

 

Waiting for the bus on the A6?

Residents from Old Lancaster Road who use the bus to and from Blackpool can now cross the grass verge without getting wet feet. Catterall Parish Council has for three years persistently insisting on a hard standing through the grass verge opposite the bus shelter on the A6. Lancashire County Council finally installed the improvement a few weeks ago after years of lost funding.

Meetings are held on the first Tuesday of the month at Catterall Village Hall at 7.30 pm. And residents are always welcome.

Future Parish Council meetings will be held on;

1st June, 2010,

6th July, 2010

And 3rd August, 2010.

Meetings are preceded by a PACT meeting when residents can discuss Police matters with the Community Beat Manager and the PCSO’s, responsible for Catterall.

The Butterfly Project and The Phoenix Project supports young women and young men, who self‐harm or engage in self destructive behaviour, aged 12‐18 across the Fylde & Wyre area.

Our aim is to reduce self-harming behaviour amongst young people, thus reducing the risk

of serious injury, suicide or accidental death. To increase the coping skills & emotional literacy of young people who self‐harm through the introduction of alternative coping strategies thus improving the young person’s self image, esteem and confidence.

Public Surgeries

Catterall Parish Council has an office in the Village Hall, Garstang Road and this is open to residents, who are welcome to visit the Village Hall and look at planning applications in Catterall. You are equally welcome to raise any concerns or comments you have about your Village. The minutes of Parish Council meetings are also available for inspection.

Localised Flooding on Catterall Playing Field

Residents may be aware that for some considerable time the playing field has been blighted with flooding at the pedestrian entrance off Whitewell Close and during heavy rain the footpath has been impassable.

To alleviate this; the Parish Council has installed drainage piping to allow the rainwater to run off the field and inn turn this should take it away from the nearby homes. This work led to the re-instatement of the original mill race that supplied water from the River Calder to the many cotton mills that were once operating in the area. The old mill race ran behind the Millbrook development, the houses on Meadowcroft Ave and the new residential developments on Keepers Wood Way and the Elements.

This, it is hoped, will benefit residents in these areas that have been expressing concern over localised flooding in their gardens. However the Parish Council request that residents living in the close vicinity ensure that grass cuttings, tree branches or garden waste is not dumped into the dyke as this will cause the dyke to block again and the flooding will return. The Councillors also ask that parents refrain from allowing their children to use the dyke as a race track, skateramp or erect ‘bridges’ to ride across as this can be potentially dangerous and the dyke is on private land.

We would like to remind all resident that Wyre Borough Council operate a twice monthly collection of all green recyclable waste via the green bins. Should any resident feel they have a need for additional or a replacement bin they can contact Wyre borough on 01253 891000.

Alternative arrangements are available at Claughton Household Recycling Centre situated on Claughton Industrial Estate.
