Catterall Parish Council’s Chairman

Welcome to the Winter edition of the Catterall Parish Newsletter, we hope you find this informative. Since our last edition Catterall Parish Council continues to be proactive and has addressed many issues on your behalf.

The persistence of the Council’s Lengthsman, actively supported by the Parish Council and with the assistance of the County Councillor has succeeded in finally securing the long long awaited re-surfacing of

Old Lancaster Road.

The festive lights on the Christmas Tree were successfully switched-on on Advent Sunday and will continue to shine until 12th night. Thanks to those who braved the cold wet night, to Reverend Wilkinson for the blessing and the Police for their escort across the A6 when we visited Churchtown and joined in the switch-on in St. Helen’s Square.

The Parish Council are gradually replacing the missing daffodil bulbs on the A6 ready for an even better floral display in Spring next year.

The Councillors are in talks with United Utilities regarding noise problems emanating from Franklaw Water Treatment Plant which are affecting part of the Village. A site meeting is planned in the near future to try and resolve these problems.

We currently have a vacancy for a Parish Councillor and are looking for a person who has the wellbeing of the Village and its people in mind. Further details are inside this newsletter.

On the downside Wyre Borough Council has decided to withdraw its grass cutting facilities to the Village in order to make budgetary savings. This means that the Parish Council will be responsible for all future costs, unfortunately this will have to be funded from the parish precept, which the Parish Council will be setting in January.

Finally it leaves me to wish my fellow Councillors and all residents of the Parish a Merry Christmas and a prosperous New Year.

The Multi-Use Games Area

The multi-use games area is now fully operational and is getting a lot of use.

This facility can be booked in advance for a small fee. For details please contact the Parish Clerk on 600689. A tennis or volley ball net can also be hired.

Please use this facility and at the same time respect it.

 

PROBLEMS IN THE PARISH

The Parish Council employs a Parish Lengthsman to keep the Parish tidy and well maintained. Each week problems of fly-tipping, flooding, damage to public footpaths or litter bins needing emptying are reported. But whilst Timmy Hoyles, the Lengthsman finds most of the problems, should any Catterall resident find such problems these can be reported to Timmy as the first point of contact or the Clerk or any of the Parish Councillors listed on the back page.

 

Overhanging Vegetation

The Parish Council wishes to remind residents that shrubs which overhang into the pavement can lead to prosecution. The shrubs are the householders’ responsibility and a pedestrian who suffers injury could claim on the householder.

Lancashire County Council is entitled to do the necessary work to clear the pavement and send the householder the bill.

Ofsted inspected Jelly Beans Pre School for 2 and over "Jelly Beans Pre School has good systems in place to promote the welfare, health and safety of children in the Early Years Foundation Stage. Their safeguarding arrangements are excellent. The Pre School uses individual children’s records of progress well to plan suitable activities."

Sessions operate every morning during term time, lunchtime sessions are offered subject to demand and afternoons are available on Tuesdays and Thursdays for ages 3 and over. Please phone for further details or to arrange a visit.

Visitors are always welcome at our family friendly Pre School. Sessions for the remainder of this year are filling up fast and we are already taking bookings for next September.

Autumn Term is a busy time for us: since we came back in September we have already celebrated Harvest, Jewish New Year, Divali, Halloween and Bonfire Night and we are now busy planning for Christmas and practising our songs.

 

Earlier this year the Newsletter printed a few snippets of information about Catterall and here are a few more.

  • Private Roads

Catterall is the only Village in Lancashire where drivers have to pass over an unadopted (private) road to reach the adopted part, which is the responsibility of Lancashire County Council. In order to reach the properties at the rear of The Pickerings Hotel vehicles must drive over the privately owned Stones Lane

  • Catterall Mills

In the early 20th Century there was a cotton mill in Catterall Gates Lane, where the Summerdown estate is now, along with four terraces of workers cottages named: Brunswick Place, Leeds Place, Dyrment Place and Manchester Place. The mill employed a ‘knocker-upper’, a man who would wake up the workers very early in the morning by knocking on their bedroom windows with the end of a long pole. He became well known and was nicknamed ‘Cock Robin’. His nickname has subsequently been given to Cock Robin Lane.

  • St. Helen’s Church

Early in the 17th Century St. Helen’s Church in Churchtown stood on an island, the River Wyre flowed to both the North and South sides. After suffering severe floods there was a decision to demolish the Church and rebuild on a new site. However, further investigation established that the cost was too prohibitive and blocking off the river on the North side was a more acceptable decision. Until this the North side of the River Wyre marked the Parish boundary between Catterall and Kirkland and St. Helen’s Church was originally in Catterall.

DOG FOULING IN CATTERALL

Did you know it is an offence?

For any person in charge of a dog to allow the dog to foul the footway of any highway or any public place or a grass verge adjacent to the road.

To allow a dog to be on the road unless that dog is on a lead and under proper control.

To allow dogs to foul on the grounds of the local Playing Field and Play Areas.

For a dog to be in a public place and not wearing a collar and tag giving the name and address of the owner.

Public Surgeries

Catterall Parish Council has an office in the Village Hall, Garstang Road and this is open to residents, who are welcome to visit the Village Hall and look at planning applications in Catterall. You are equally welcome to raise any concerns or comments you have about your Village. The minutes of Parish Council meetings are also available for inspection.
