ANNUAL PARISH MEETING OF CATTERALL

HELD ON TUESDAY 10th MAY, 2010

AT 7.30PM

AT CATTERALL VILLAGE HALL, GARSTANG ROAD, CATTERALL

1. APOLOGIES FOR ABSENCE

Apologies were sent from Cllr. D. Harvey and the reason accepted.

2. DECLARATION OF INTERESTS

3. MINUTES OF THE PREVIOUS MEETING

Resolved; That the minutes of the last meeting, held on 8th April, 2009, having been circulated were agreed and signed by the Chairman as a true record.

4. PUBLIC PARTICIPATION

Residents present were most concerned about the damage, nuisance and general behaviour of those using the Multi Use Games Area. The footballs are arriving in their gardens, some causing damage to homes and fencing and those kicking the balls seem unresponsive to pleas of consideration. The matter will be referred to the Police for action and the Parish Council will meet with Wyre Borough Council planners about possible actions to address the situation.

5. REPORT OF THE CHAIRMAN

The Chairman thanked the Councillors for their support throughout his first year in office.

Catterall Parish Council has once again had a very busy and productive year, work has continued towards us attaining Quality Parish Council Status which, if successful, could lead to the Parish Council taking on more responsibilities within the Parish which could bring great benefits to Catterall in the future.

The operation of the second CCTV also came online and has proved successful in assisting the Police to observe activities on Garstang Road and Cock Robin Lane.

The Parish Council has carried out drainage works at the North end of the playing field in order to try and alleviate the ongoing flooding problems around Whitewell Close and properties abutting the field in Meadowcroft Avenue.

Tim, our Parish Lengthsman, has once again produced some sterling work within the village and on behalf of everyone I would like to thank him for his efforts which are much appreciated.

Thanks go to the Police for their support in the village and regular attendances at meetings and to Gillian, our Clerk, no only for her work output but also for trying to keep me in order!!

Finally to my fellow Councillors for their unstinting work and the support they give to me as the Chairman and the Parish. Thank you very much.

6. REPORT FROM THE RESPONSIBLE FINANCIAL OFFICER

The Responsible Financial Officer presented the unconfirmed end of year accounts.

Income

The balance brought forward includes £10,200 ear marked for the CCTV system at the Pickerings.

The Clerk's Salary Grant has been renamed as a Rural Grant and can be used for projects recommended by the Parish Council.

Expenditure

The Interest Account

This can only be ascertained at the end of the year when all the invoices are paid and income completed therefore cannot be included in the budget.

Subscriptions

The Waste Carriers Licence (£152) was unknown at the time of the budget.

Parish Maintenance

The pavement sweeper was repaired, parts replaced and serviced. This machine has incurred no costs in the past three years.

Office Expenses

The income does outweigh the deficit.

Donations

Councillors were very generous with St. Helens churchyard and gave £130.00 this year. Donations were also made to Bowland Mountain Rescue, Royal British Legion and North West Air ambulance.

CCTV

This was funded from last year's brought forward balance.

Youth Initiative -£1,400.00

A cheque was received from the Parish Champion for £1,000 which passed through the accounts, but £400 was a grant from the Parish Council, which had not been included in the budget.

However, there are some amounts that are under spent e.g. Capital equipment, as the price of the computer was keenly negotiated, the Youth Shelter and the MUGA has cost very little.

The report was accepted

7. ANNUAL REPORTS

Report of Catterall Village Hall

Cllr. D. Croston reported that the Village Hall committee has attracted new members and is looking at funding for a heating system.

Report of Catterall and Kirkland Memorial Hall

The trustees have reported a loss of income through the relocation of the nursery, although bookings are good, they are dependant of certain groups rebooking the venue. Funds have been stretched by replacing the roof and a new boiler.

Report of the Lancashire Association of Local Councils Representative

The association is active with two visits from Jo Turton, Environment Directorate, Lancashire County Council through the year. There is involvement with the Coastal Flood Defences and the committee continues to prosper.

Report of the representative of the Wyre Area Road Safety Committee

Progress has been incredibly slow compounded by the Lancashire County Council representative missing a meeting. There is often no change in many of the items raised at previous meetings, some with a history of five years! As a result fewer new items are raised. There were improvements with attention to potholes and gullies through Lancashire County Council funding.

8. MATTERS RAISED BY RESIDENTS

The residents present did not raise any further matters.
